According to the provisions of Article 3 of the Regulations on the Safety Management of Fireworks and Firecrackers, the state implements a licensing system for the production, operation, transportation and holding of large-scale fireworks shows. Article 30 of the Regulations on the Safety Management of Fireworks and Firecrackers stipulates that it is forbidden to set off fireworks and firecrackers in the following places:

(a) cultural relics protection units;

(2) Transportation hubs such as stations, docks, airports and railway safety zones;

(3) Units that produce and store inflammable and explosive articles;

(four) in the safety protection zone of power transmission and transformation facilities;

(5) Medical institutions, kindergartens, primary and secondary schools and sanatoriums;

(six) key fire prevention areas such as mountains and grasslands;

(seven) other places where the local people's governments at or above the county level prohibit the discharge of fireworks and firecrackers.

Thirty-first fireworks should be set off in accordance with the discharge instructions, and shall not endanger public safety, personal safety and property safety.
