Article 1 In order to standardize the heating behavior, improve the quality of heating service, safeguard the legitimate rights and interests of both heating parties, and promote the sustainable development of central heating, these Measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality.
Article 2 These Measures shall apply to the planning, construction, production, operation, service, use, facility maintenance and related supervision and management activities of central heating within the administrative area of this Municipality.
The term "central heating" as mentioned in these Measures refers to the behavior that steam and hot water generated by heat sources provide heat for production and life to heat users through municipal heating pipe network.
Article 3 Central heating shall follow the principles of government leading, unified planning, supporting construction, ensuring safety, standardizing service, energy saving and environmental protection.
Article 4 The municipal and county (city) people's governments shall incorporate the heating cause into the national economic and social development plan, establish and improve the heating security system and the coordination mechanism of heating management, strengthen the construction of central heating infrastructure, and improve the heating penetration rate and security capacity.
Twentieth heat management enterprises and heat users shall sign a contract for the supply and use of heat according to law, and clarify the rights and obligations of both parties. The main contents of the heat supply contract include heating area, heating time, temperature standard, charging standard, payment time, settlement method, maintenance responsibility of heating facilities, liability for breach of contract and other matters agreed by both parties.
The municipal heating department shall, jointly with the market supervision and management department, prepare a model text of the heat supply contract.
