3. Whoever deliberately falsifies the lyrics and music scores of the national anthem in public, plays the national anthem in a distorted or derogatory way, or insults the national anthem in other ways, shall be given a warning by the public security organ or detained for not more than 15 days; If the case constitutes a crime, criminal responsibility shall be investigated according to law;
4. Deliberately tampering with the lyrics and music scores of China people's national anthem in public, playing the national anthem in a distorted or derogatory way, or insulting the national anthem in other ways, if the circumstances are serious, they shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or deprivation of political rights.
The national anthem should be played seven times, as follows:
1. The draft clearly stipulates that the national anthem should be played on seven occasions, including the opening and closing meetings of the National People's Congress and local people's congresses at various levels, and the opening and closing meetings of the National Committee and local committees of the China People's Political Consultative Conference;
2. To sum up, the composition and lyrics of the national anthem are established and inviolable, and cannot be tampered with at will. The national anthem can't be sung casually regardless of the occasion. According to relevant laws and regulations, whoever intentionally insults the people of China and the national flag and emblem by burning, damaging, scribbling, defileing or trampling on them in public places shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention, public surveillance or deprivation of political rights.
