South-central Liaoning is located in the south-central part of Liaoning Province, bordering on the Bohai Sea and the Yellow Sea, and close to the southeastern part of Russia and the Korean Peninsula. The main cities are Shenyang and Dalian.

Cities in this area are highly dense, with the highest proportion of big cities. It has been nearly 70 years since the industrialization started in central and southern Liaoning, and the central urban agglomeration and Shenyang-Dalian urban corridor have been formed under the impetus of industrialization. It has gradually formed an urban layout system with Shenyang-Dalian as the center and five major traffic arteries, namely Changda, Shen Dan, Shenshan, Ji Shen and Shencheng, as the development axis, which has improved the level of regional urbanization.

Urban agglomeration planning in central and southern Liaoning Province

Construct a regional development pattern of "one circle, one belt and two districts" led by Shenyang and Dalian.

"One circle" is the modern metropolitan area of Shenyang. Taking Shenyang as the center, the surrounding Anshan, Fushun, Benxi, Liaoyang, Tieling and Shenfu demonstration zones will be included in the integrated development cooperation circle;

"Belt" is Liaoning coastal economic belt. Further promote the development and opening up of Liaoning coastal economic belt, so as to make it a pioneer area for deepening the connection with coastal and riverside economic belts such as Bohai Sea and facing the coastal division of labor and cooperation network in the Asia-Pacific region, and accelerate the optimization of industrial structure and economic and social development and construction;

The "two zones" are the strategic experimental zone for the integration of western Liaoning into the coordinated development of Beijing, Tianjin and Hebei and the Liaodong green economic zone. The region will form a demonstration area, constantly consolidate and strengthen the ecological foundation, develop the ecological economy, and create a global tourism.
