Standards for assessing military disability levels from 1 to 10

According to the "Military Personnel Pension and Compensation Preferential Treatment Regulations", comprehensive consideration is given to the organ defects, dysfunction, psychological disorders and dependence on medical care of disabled military personnel after the expiration of medical treatment. According to the degree of disability, the evaluation standards for the disability of active military personnel due to war and work (including occupational diseases) are divided into 1 to 10 levels from severe to light. Among them, levels 1 to 6 are also applicable to those caused by diseases. Disabled conscripts and junior non-commissioned officers.

1. Those who have one of the following disabilities, organ loss or complete loss of function, other organs cannot compensate, special medical treatment dependence and complete nursing dependence, are classified as Level 1:

< p>1. Vegetative state (lasting for more than three months);

2. Extremely severe mental retardation;

3. Quadriplegia with muscle strength level 3 or tripeplegia with muscle strength 2 Grade;

4. Severe movement disorder;

5. Loss of both elbow joints or complete loss of function (including elbow joint disconnection);

6. Missing the upper part of both lower limbs and one upper limb (the upper third of the femur and the upper third of the humerus are missing);

7. Functions of more than five joints in the shoulder, elbow, hip, and knee joints Complete loss;

8. Complete paraplegia after spinal injury;

9. Whole body scars accounting for >90% of the body surface area, and more than 6 joints in the large joints of the limbs are dysfunctional;

10. Full facial scarring and severe disfigurement;

11. Both eyes removed;

12. Both eyes have no light perception or only light perception but inaccurate light positioning ;

13. Complete loss of maxillary and mandibular bones on both sides;

14. Dyspnea grade IV, requiring lifelong dependence on mechanical ventilation;

15. Most of Small intestine resection, residual small intestine less than 50cm;

16. Insufficiency of transplanted intestine after small intestine transplantation, unable to tolerate enteral nutrition or ordinary diet;

17. Chronic renal insufficiency ( Uremia stage) for more than 6 months requires lifelong hemodialysis maintenance treatment (kidney transplant surgery is not possible).

2. Those who have one of the following cruel conditions, serious organ defects or malformations, severe dysfunction or complications, special medical treatment dependence and most nursing dependence are classified as Level 2:

1. Severe mental retardation;

2. Complete bilateral paralysis of the posterior cranial nerves;

3. Trilimb paralysis with muscle strength level 3 or paraplegia or hemiplegia Muscle strength level 2;

4. Organic mental disorder, schizophrenia, disease duration ≥ 2 years, continuous hospitalization for ≥ 2 years, symptoms not relieved, basic living, labor and social abilities Loss;

5. Loss of both forearms or complete loss of hand function (excluding elbow joint disconnection);

6. High-level loss of both lower limbs (more than the upper third of the femur) ;

7. Ankylosis of both knees and ankles in non-functional positions or complete loss of function;

8. Complete loss of function of four joints in the shoulder, elbow, hip and knee joints;

9. Scars all over the body account for >80% of the body surface area, and more than 4 joints in the large joints of the limbs are dysfunctional;

10. Facial scars account for 90% of the face and are severely disfigured;

11. With or without light perception in one eye, the corrected visual acuity of the other eye is ≤0.02 or the visual field of both eyes is ≤8% (or radius ≤5°);

12. The corrected visual acuity of both eyes is <0.02 Or the visual field of both eyes is ≤8% (or the radius is ≤5°);

13. The maxillary bones on both sides or the mandibles on both sides are completely missing;

14. The maxillary bones on one side are opposite to each other. The lateral mandible is completely defective;

15. Lung function is severely damaged, dyspnea is grade IV, and oxygen therapy is required to maintain life;

16. Esophageal reconstruction cannot be performed after esophageal injury. Relying on gastrostomy or jejunostomy for eating;

17. Tracheoesophageal fistula cannot be repaired surgically and cannot eat normally;

18. After double lung or combined heart-lung transplantation;

19. Organic heart. Diseased heart function class IV or ventricular enlargement with left ventricular ejection fraction ≤35% (including plateau heart. Diseased heart function class IV);

20 . Organic heart disease with more than two repeated episodes of hemodynamically unstable ventricular tachycardia/ventricular fibrillation (organic heart disease does not include acute myocardial infarction within 40 days);

21. After small intestinal transplantation (able to tolerate normal diet or enteral nutrition);

22. Most of the small intestine is removed, leaving 50-100cm of residual small intestine;

23. After liver resection or bile duct injury accompanied by severe liver function impairment;

24. After orthotopic liver transplantation;

25. Portal hypertension triad or cloth- Budd-chiari syndrome;

26. Total pancreatectomy;

27. Chronic renal insufficiency (renal failure stage) for more than 6 months, lifelong dependence on drug treatment or intermittent dialysis;

28. Pneumoconiosis stage III with moderate lung function damage, or dyspnea grade III;

29. After radiation pneumonitis, pulmonary fibrosis in more than two lobes, accompanied by Moderate lung function impairment or dyspnea grade III;

30. Acute leukemia not relieved after treatment;

31. Severe aplastic anemia (not relieved after immunotherapy or hematopoietic stem cell transplantation) Remission);

32. Myelodysplastic syndrome RAEB;

33. Lymphoma stage III to IV, the disease continues to progress after treatment;

34. Acute very severe myeloid radiation sickness.

3. Those who have one of the following disabilities, serious organ defects or malformations, severe dysfunction or complications, and special medical treatment dependence and partial nursing dependence are classified as Level 3:

1. Moderate movement impairment;

2. Paraplegia or hemiplegia, muscle strength level 3;

3. Total muscle paralysis of both hands, muscle strength level 3;

4. Bilateral incomplete paralysis of the posterior group of cranial nerves, or complete unilateral paralysis;

5. Organic mental disorder, schizophrenia, duration ≥ 2 years, Systemic treatment ≥ 3 times per year, but the symptoms are still incompletely relieved or there is dangerous or impulsive behavior, and most of the life, labor and social abilities are lost;

6. One hand is missing (wrist joint plane), and the thumb of the other hand is missing Missing (including metacarpal bones);

7. The thumb and index finger (including metacarpal bones) of both hands are missing or their functions are completely lost;

8. The upper elbow is missing (including the elbow joint is severed);< /p>

9. Loss of the wrist joint plane on one side or complete loss of hand function on one side, accompanied by moderate insufficiency of the other hand;

10. Two of the hip and knee joints The joint is missing or non-functional and the other joint is severely insufficient;

20. 1. Complete defect of the upper or lower mandible, accompanied by oral and facial soft tissue defects >30cm2;

21. Severe impairment of lung function, dyspnea grade III;

22. 1 After lateral pneumonectomy and thoracic reconstruction, or after lateral thoracic reconstruction (removal of ≥ 6 ribs) with moderate lung function impairment;

23. Organic heart. Diseased heart function Grade III or ventricular enlargement with left ventricular ejection fraction ≤ 40% (including plateau heart disease, cardiac function grade III);

24. III° atrial and ventricular block, no permanent pacing installed

25. Aortic dissecting aneurysm (without surgery);

33 .Total cystectomy;

34. Child-Pugh grade C in decompensated cirrhosis, recurrent hepatic encephalopathy or refractory ascites;

35. Severe inflammatory disease Enteropathy (glucocorticoid dependence, resistance, or continued activity during glucocorticoid use);

36. Recurrent intestinal obstruction caused by multiple abdominal surgeries, abdominal inflammation, or abdominal radiation. Accompanied by malnutrition;

37. Pneumoconiosis stage III;

38. Pneumoconiosis stage II with moderate impairment of lung function or dyspnea grade III;

39. Pneumoconiosis stage I and II with active pulmonary tuberculosis;

40. Pulmonary fibrosis in both lobes after radiation pneumonitis, accompanied by moderate lung function damage or dyspnea grade III;

41. Lymphatic system Tumor stage III~IV requires regular chemotherapy;

42. Recurrence of islet cell tumor (including hyperplasia) after surgery;

43. Diabetes with one of the following complications: cardiac function Grade III: decompensated renal insufficiency, proliferative retinopathy of both eyes, and gangrene of the lower limbs leading to amputation.
