See the wheel connection diagram. The one you think is the steering wheel is the rail clamp. When turning the steering wheel, the pliers at the bottom will clamp the crossbar. The main function of this thing is to prevent it from hanging and blowing when the wind is strong, which will cause insecurity. Mainly used by portal cranes (not available in China).
