In accordance with the "Novel Coronavirus Pneumonia Prevention and Control Plan" and "On Further Optimizing the Prevention and Control Measures of the New Coronavirus Pneumonia Epidemic", scientific and precise prevention and control measures should be carried out scientifically and accurately. According to the relevant requirements of the "Notice on the Prevention and Control of the New Coronavirus Epidemic in Henan Province" and the "Henan Province Normalized Prevention and Control Work Plan for the New Coronavirus Epidemic", based on the epidemic prevention and control situation in our city, we are hereby notified of further optimizing the prevention and control measures for the new coronavirus epidemic as follows:
1 , Optimize the policy for entering and returning to Vanuatu
Persons entering and returning from outside the city must report in advance and hold a negative nucleic acid test certificate within 48 hours. After arriving at the destination, implement the "two inspections in three days", scan the place code, and check Health code, based on test results and health status, will be implemented in accordance with relevant regulations.
Personnel with daily needs such as traveling and medical treatment need to undergo nucleic acid testing as needed; people in rural areas and those in cities and towns without social activities do not need to undergo nucleic acid testing.
2. Optimize the inspection of nucleic acid test results
Persons entering the following places must scan the code and check the 48-hour nucleic acid test negative certificate
1. When entering places where masks are required to be removed Public places and other places must scan the QR code and check the 48-hour nucleic acid test negative certificate.
2. When entering hotels, guesthouses and other places with overnight stays, you must scan the QR code and check the negative 48-hour nucleic acid test certificate.

4. When entering special key places such as medical institutions, elderly care and welfare institutions, kindergartens, and primary and secondary schools, you must scan the QR code and check the negative 48-hour nucleic acid test certificate.
5. For important meetings and major events, the scope of nucleic acid testing can be determined as needed.
6. Other industries require the inspection of negative nucleic acid test certificates.

2. When entering shopping malls, supermarkets, theaters, libraries, museums and other public places where masks are not required, the negative 48-hour nucleic acid test certificate will no longer be checked.
3. When entering outdoor places such as scenic spots, sports venues, etc., the negative 48-hour nucleic acid test certificate will no longer be checked.
4. When entering a residential area, a negative 48-hour nucleic acid test certificate is no longer required.
3. Provide good medical services
When entering key places such as various medical and health institutions, it is necessary to scan the place code, take body temperature, wear a mask, and check the negative nucleic acid certificate within 48 hours. For critically ill patients, they must not refuse diagnosis or delay treatment due to the absence of nucleic acid test results. They can make up for the antigen or nucleic acid test during the triage period. Infants and young children under 3 years old are exempted from nucleic acid testing. Only the nucleic acid negative certificate of accompanying persons within 48 hours will be tested. The nucleic acid testing requirements for inpatients and accompanying persons remain unchanged.

4. Strengthen vaccination
