II. Recruitment Scope and Conditions
(1) Recruitment Scope
Personnel registered in Zhidan County, who have the ability to work and the desire to find employment, are in the human resources society The following types of people with employment difficulties are registered and managed by the security department:
1. Urban resident family members whose family members are under the legal working age and are unemployed;
2. Those who are close to statutory retirement Registered unemployed persons within 10 years of age;
3. Registered unemployed persons who have been unemployed for more than one year;
4. Colleges and technical colleges that have not achieved first employment more than six months after graduation. School graduates;
5. Unemployed people among land-expropriated farmers;
6. Unemployed disabled people;
7. Unemployed urban veterans Families of martyred soldiers;
8. Unemployed people from single-parent families who need to support minors;
9. Members of families with minimum subsistence allowance who are capable of working and unemployed
10. Other persons with employment difficulties determined by the Provincial People's Government.
(2) Persons under any of the following circumstances are not allowed to register and apply:
1. Those who have received party discipline or administrative sanctions and have not yet been relieved of the sanctions.
2. Those who have received criminal punishment or are suspected of illegal crimes that have not yet been investigated.
3. Those who have been dismissed from public service or dismissed by state agencies or public institutions.
4. Those who have finished enjoying social insurance subsidies such as enterprise recruitment or flexible employment.
5. Other circumstances that are not suitable for employment in public welfare positions.
3. Registration information, time and place
From February 20th to 24th, register at Room 507, 5th Floor, Zhidan County Human Resources Market. Applicants must provide their ID card, Originals and copies of required materials such as household register, "Employment and Entrepreneurship Certificate", a recent one-inch bareheaded photo with a blue background, and fill in the "Application Form for Public Welfare Positions" (Annex 2).
IV. Recruitment Procedures
1. Qualification review: After the registration is completed, the applicant’s employment difficulty identification information, industrial and commercial registration information, and social security situation will be reviewed uniformly.
Work with the employer based on the registration status, combined with the responsibilities of public welfare positions, comprehensive consideration of personnel types, application willingness, personal abilities and other factors, and on the premise of meeting the employment conditions, determine the personnel to be placed.
2. Public announcement: After the information of the persons to be resettled is reported to the Bureau of Human Resources and Social Security for review and approval, it will be published uniformly on the website of the "Zhidan County People's Government" for a period of 5 working days.
3. Employment period: If there is no objection after the publicity period, the employment procedures will be completed and a labor contract will be signed with the employer. The labor contract is signed once a year, and generally it shall not exceed three years at most.
5. Other instructions
(1) The qualification review of applicants runs through the entire placement process. Once someone reports and finds that the applicant "does not meet the conditions for persons with employment difficulties", it will be terminated. Public welfare job placement.
(2) Public welfare positions are auxiliary, temporary and non-profit employment positions developed to solve the employment problems of people with employment difficulties.
(3) The provisions of the Labor Contract Law regarding unfixed-term labor contracts and the payment of economic compensation are not applicable to labor contracts for public welfare positions.
(4) In accordance with the principle of "who employs, manages and is responsible", the employer shall bear the main responsibility of management, provide labor protection and working conditions in accordance with the law, and undertake daily attendance and management work.
(5) If a new policy is introduced for the management of public welfare positions, the new policy will be implemented.
