Public hospitals refer to hospitals organized by the government and included in the financial budget management, that is, state-owned hospitals and state-funded hospitals. It can also be understood as a national. Hospitals are divided into three levels, the first level is community hospitals, the second level is county (district) hospitals, and the third level is municipal hospitals.
Public hospitals are public institutions. Institutions are generally public welfare institutions established by the state, but they are not government agencies and are different from civil servants. According to the spirit of the classification reform of state institutions, institutions are no longer divided into fully funded institutions and balance allocation institutions, but into public welfare institutions and public welfare institutions.
Evaluation Index of High-quality Development of Public Hospitals in 2022 (Trial)
In order to implement the decision-making and deployment of the CPC Central Committee in the State Council and promote the high-quality development of public hospitals during the "14th Five-Year Plan" period, the National Health and Wellness Commission and state administration of traditional chinese medicine issued the Evaluation Indicators for the High-quality Development of Public Hospitals (Trial) and the Evaluation Indicators for the High-quality Development of Public Chinese Medicine Hospitals (Trial) (hereinafter referred to as the evaluation indicators) for local governments to evaluate the high-quality development of public hospitals within their respective jurisdictions according to the principle of territoriality.
Background of "evaluation index"
Public hospitals are the main body of China's medical service system and the main force to achieve high-quality development of medical services. In order to better meet the people's growing demand for medical and health services and improve the quality of health supply and service level, high-quality development of public hospitals must be placed in a more prominent position. In 20021year, the Opinions of General Office of the State Council on Promoting the High-quality Development of Public Hospitals was officially issued, which clarified the relevant requirements for the high-quality development of public hospitals, and proposed to establish an evaluation index system for the high-quality development of public hospitals, which was organically combined with the performance appraisal of public hospitals.
In 20021year, the CPC Central Committee and state administration of traditional chinese medicine jointly issued the Action for Promoting the High-quality Development of Public Hospitals (20021-2025), proposing to further establish an evaluation mechanism, study and form the high-quality development index of public hospitals and conduct annual evaluation. At present, public hospitals have reached a critical period from "quantity accumulation" to "quality improvement". We should do a good job in policy implementation and promote the high-quality development of public hospitals. Through the evaluation of the high-quality development effect of secondary and tertiary public hospitals (including Chinese medicine hospitals, the same below), it will help hospitals fully understand and fully implement the requirements of high-quality development of public hospitals, and provide strong support for providing high-quality and efficient medical and health services and building a healthy China.
