If you keep the evidence that you explicitly told the intermediary that you were blacklisted and could not apply for a loan, but the intermediary still agreed to the loan, you can ask the intermediary to refund the paid fees. If there is no evidence, it depends on how the contract between you and the intermediary is signed, and it should be handled according to the contract. If the contract clearly states the need for cooperation but does not specify the transfer of the property, then the intermediary's request is purely unreasonable, and you can also ask the intermediary to refund the money. If negotiation fails, direct prosecution is recommended.
