According to the provisions of relevant state documents, the Personnel Department and the Finance Department of the Autonomous Region drew up the Implementation Plan for Adjusting the Salary Standards of Staff and Workers in Government Agencies, the Implementation Plan for Adjusting the Salary Standards of Public Institutions and the Implementation Plan for Increasing the Retirement Expenses of Retirees in Government Agencies and Institutions, which have been approved by the People's Government of the Autonomous Region and are hereby forwarded to you. Please implement it carefully. This time, the adjustment of the salary standards of staff in government agencies and institutions and the increase of retirement fees for retirees fully reflect the cordial concern of the CPC Central Committee and the State Council for the broad masses of cadres and workers. At the same time, it is also an important measure to expand domestic consumption demand and stimulate economic growth. All localities and departments must fully understand the significance of doing this work well, earnestly strengthen leadership, and earnestly organize and implement it. According to the requirements of the State Council, the relevant policies of the state and the autonomous region should be fulfilled among the staff and retirees of government agencies and institutions before September 15. Because this work involves the vital interests of the staff and retirees of each institution and the situation is complicated, in the process of implementation, it is necessary to strictly implement the relevant policies and regulations, and do a good job in ideological and political work in depth and in a highly responsible spirit to promote the healthy economic and social development of our region. Implementation Plan for Adjusting National Civil Servant Salary Standard (Ministry of Personnel and Ministry of Finance 1 September 19991day) This plan is formulated according to the implementation plan for adjusting national civil servant salary standard issued by Ministry of Personnel and Ministry of Finance. 1. Adjustment method of salary standard 1 From June 65438 to July 999 1 day, the basic salary standard of administrative personnel in government agencies was increased from1/0 yuan to 180 yuan, and the grade salary standard was increased from/kloc-0. Other related policy issues (1) On the basis of strictly defining the nature of government agencies, the salary standards of government workers have been adjusted. If the nature of public institutions is unclear or the wage standard of public institutions is implemented, it shall be defined in accordance with the relevant provisions of the state and the autonomous region, and then the wage standard shall be adjusted according to the defined nature of public institutions. (2) While adjusting the salary standard of government functionaries, appropriately increase the probation salary of newly hired government functionaries. After the probation period is improved, the salary standard is: 280 yuan for junior high school graduates every month; High school and technical secondary school graduates are 295 yuan per month; College graduates 3 15 yuan per month; Undergraduate graduates 330 yuan every month; Undergraduate graduates who have obtained double bachelor's degrees (including those who have studied for more than six years), graduate students who have graduated from graduate classes and graduate students who have not obtained master's degrees are in 350 yuan every month; 375 yuan per month for graduate students; 4 15 yuan per month for doctoral students. (three) the wages of apprentices (skilled workers) of new government workers shall be raised in 90 yuan on the basis of the current wage standards for apprentices (skilled workers) of government workers. (4) Clean up temporary residents. On this basis, the administrative offices of the various leagues and the Municipal People's Government shall formulate relevant treatment measures on their own according to local actual conditions. The temporary workers of the organs of the autonomous region in the Union City shall implement the wages and benefits of the temporary workers of the organs formulated by the Union City. (5) Those who have reached the highest level of the post and passed the examination for five consecutive years or three consecutive years can increase the grade salary according to the amount of grade difference (that is, the difference between the salary at the same level and the salary at the next level), but the grade remains unchanged. Where the previous practices are inconsistent with these Provisions, these Provisions shall prevail. Three, adjust the source of funds for the salary standard of government functionaries, according to the current financial system and unit affiliation, respectively, by the autonomous region and Union City, counties financial burden. For some difficult cities, counties and autonomous regions, the Finance Department of the autonomous region shall give appropriate subsidies, and the specific measures shall be formulated separately. Municipal and county governments should actively adjust the structure of fiscal expenditure, strive to raise funds, and conscientiously implement the policy of increasing wages while giving subsidies to the autonomous region's finances. Four, organize, lead and approve the adjustment of the national civil service wage standard, under the unified leadership of the local government, by the personnel departments at all levels in conjunction with the relevant departments to organize the implementation. (1) The Party Committee of the Autonomous Region, the government departments of the Autonomous Region, the People's Congress of the Autonomous Region, the CPPCC of the Autonomous Region, the Higher People's Court, the Higher People's Procuratorate, the democratic parties directly under the Autonomous Region, people's organizations and relevant units in Hohhot adjust the salary standards of government workers, and report them to the Organization Department of the Party Committee of the Autonomous Region and the Personnel Department for examination and approval (filing) according to the current salary examination and approval authority. In order to accurately grasp the nature, personnel structure and funds of the organs of the autonomous region stationed in the Union City, the organs of the autonomous region stationed in the Union City will first report the "roster" and "statistical table" (each in quadruplicate) about adjusting the salary standard of the staff of the organs to the Personnel Department of the autonomous region for examination and approval, and then go to the Union City where the unit is located to go through the formalities for examination and approval of capital increase. (two) the examination and approval of wages in each union city shall be determined by each union city in accordance with the cadre management authority. Implementation plan for adjusting the salary standard of staff in public institutions (Ministry of Personnel and Ministry of Finance, September 1st, 1999) This plan is formulated according to the implementation plan for adjusting the salary standard of staff in public institutions issued by Ministry of Personnel and Ministry of Finance. I. Adjustment measures of salary standard From July 1999 to July 1 day, the fixed part of the salary composition of staff in public institutions was adjusted. The improved starting salary standard is: 375 yuan per month for master students; 4 15 yuan per month for doctoral students. The temporary sports allowance is adjusted to 235 yuan per person per month for the trial athletes who have newly entered excellent sports teams. Temporary personnel of institutions in the autonomous region in the Union City shall implement the salary and treatment of temporary personnel of institutions formulated by the Union City. (five) the salary adjustment of private teachers, by the Autonomous Region Education Commission to investigate the situation of private teachers. On this basis, in conjunction with the personnel department and the finance department of the autonomous region, specific opinions are put forward. (six) commercial banks and insurance companies that implement the staff salary system shall write off their own allowances and subsidies when implementing the adjusted salary standards. Third, the sources of funds for adjusting the salary standard of staff in public institutions, which belong to the financial burden according to the existing financial system and unit affiliation, shall be borne by the finance of the autonomous region and the finance of the Union City and counties respectively; Belong to the burden of the unit, solved by the unit. Four. To organize, lead and approve the adjustment of the salary standard of staff in public institutions, and under the unified leadership of the local government, the personnel departments at all levels shall organize and implement it jointly with relevant departments. (a) the adjustment of the salary standard of the staff of the Party Committee of the autonomous region, institutions directly under the government of the autonomous region and the Party Committee of the autonomous region, departments of the government of the autonomous region, the People's Congress of the autonomous region, the CPPCC of the autonomous region, the Higher People's Court, the Higher People's Procuratorate and the democratic parties and people's organizations directly under the autonomous region in Hohhot shall be reported to the Organization Department of the Party Committee of the autonomous region and the Personnel Department for examination and approval (filing) according to the current salary examination and approval authority. (two) the examination and approval of wages in each union city shall be determined by each union city in accordance with the cadre management authority. After the completion of the salary examination and approval (when the institutions directly under the autonomous region handle the registration of salary examination and approval), each league city will report the statistics of the salary growth of the staff of this adjustment institution and the specific salary cashing situation in writing to the Personnel Department and the Finance Department of the autonomous region. The personnel department of the autonomous region is responsible for the interpretation of this implementation plan. Implementation Plan for Raising Retirement Fees of Government Offices and Institutions (Ministry of Personnel and Ministry of Finance 1 September 19991day) This plan is formulated according to the Implementation Plan for Raising Retirement Fees of Government Offices and Institutions issued by the Ministry of Personnel and the Ministry of Finance. I. Measures to Increase Retirement Fee 1 For those who have gone through retirement formalities and reached retirement age before June 30, 1999 (except those who have been approved to remain in office according to relevant state regulations), the retirement fee will be increased from June 1999 to July1. The specific measures are as follows: retirees will increase their retirement fees according to the capital increase of employees in the same position (retirees from government agencies will be employed in the same position under the same conditions). If the monthly increase is less than 120 yuan, it will be increased by 120 yuan. Retirees shall increase their retirement fees according to the following standards: administrative personnel, provincial (ministerial) level 2 10 yuan, department (bureau) level 170 yuan, department level 140 yuan, department level 165438 yuan, clerk and clerk 90 yuan; Professional and technical personnel, professor and equivalent position 170 yuan, associate professor and equivalent position 140 yuan, lecturer and equivalent position1/0 yuan, teaching assistant and 90 yuan; Workers, senior technicians, technicians 1 10 yuan, senior workers below (including senior workers) and ordinary workers 90 yuan. In accordance with the provisions of the state retirement, 80 yuan's retirement living expenses will be increased per person per month. The above measures are only limited to the increase of retirement fees this time, and retirees are still subject to the provisions of the Notice on Increasing Retirement Fees for Retired Persons in Institutions and Institutions (No.91997) issued by the Ministry of Personnel and the Ministry of Finance. Other relevant policy issues (1) Employees who receive 100% retirement fee according to the Labor Insurance Document No.3 of the former Ministry of Labor and Personnel shall increase their retirement fee according to the method of retirees. (2)1retirees who joined the work before September 2, 945 meet the annual increase of salary and living allowance for 1-2 months, and the increased retirement fee can be included in the base of the annual increase of living allowance. (3) The retirees mentioned in this notice are only those who have resigned according to the provisions of the State Council [1978] 104 and enjoy monthly retirement living expenses and free medical care, excluding those who have received a one-time retirement fee. Third, the source of funds to increase the retirement fee and retirement living expenses, according to the existing financial system and unit affiliation, which belongs to the financial burden, shall be borne by the finance of the autonomous region and the finance of the Union City and counties; Belong to the burden of the unit, solved by the unit. Give appropriate subsidies to some difficult cities, counties and autonomous regions, and the specific measures shall be formulated separately by the Finance Department of the autonomous region. Four. To organize and lead and examine and approve the work of increasing retirement fees for retirees of institutions and institutions, under the unified leadership of the local government, the personnel departments at all levels shall specifically organize and implement it.
