After two days of investigation and field investigation, Taiyuan Urban Rail Transit Planning Expert Advisory Group finally formed an expert opinion of more than 65,438 words. In this opinion, the expert group pointed out that the urban rail transit construction plan compiled by Taiyuan City is basically feasible, but the construction level and investment amount are too large. It is suggested that Taiyuan appropriately reduce the construction scale, further improve the capital operation, and ensure the good connection and sustainable development of rail transit construction and operation.

Rail transit is imperative.

The expert group believes that the road network structure of Taiyuan is not perfect due to the restrictions of railways and expressways. With the rapid growth of the number of motor vehicles, the traffic pressure on main roads increases, and the speed of individual sections is only12 km/h ~14 km/h. Developing urban rail transit and a multi-level transportation system with urban rail transit as the backbone and ground bus as the main body is the best choice to solve the traffic problems in Taiyuan. The socio-economic development of Taiyuan City has the necessary conditions for the construction of urban rail transit, and the planning and construction of urban rail transit network in Taiyuan City basically conforms to the overall urban planning of Taiyuan City.

However, the environmental protection and the protection of historical and cultural cities in Taiyuan are under great pressure. Therefore, the expert group suggested that the role of urban rail transit in protecting urban environment and historical and cultural cities should be further supplemented when necessary.

Improve the planning as soon as possible and speed up the approval process.

Regarding the network planning scheme, the expert group believes that the overall urban planning of Taiyuan (1998-20 10) is a statutory planning approved by the State Council. Due to the new situation of urban development, the revision of Taiyuan urban planning has not been approved. In view of possible adjustments in the overall planning, network planning should be further coordinated in order to improve the relevant contents of construction planning in time. Airport relocation, railway passenger west station and intercity rail transit planning are unstable, which have great influence on urban rail transit planning. Therefore, it is suggested to improve the road network planning as soon as possible and speed up the approval process of the overall urban planning.

The expert group believes that the recommended long-term planning scheme basically conforms to the spatial layout of the overall urban planning, covering the main transportation corridors and connecting the main transportation hubs and passenger distribution points, and the layout is basically reasonable. It is suggested to further optimize the long-term network scheme. However, the overall planning of long-term network planning is too large, so it is suggested that the scope of long-term planning should be further optimized and adjusted, focusing on the central city. Further demonstrate the starting and ending points of each line and its connection with regional rail transit. Carry out research on urban rail transit mode, improve the positioning and function of urban rail transit, and rationally adopt different urban rail transit modes such as subway light rail and urban rail transit according to the positioning and function of urban rail transit and the integrated development plan of urban rail transit, combined with urban regional planning, passenger flow and service level. The Vision Expert Group indicated that the layout of Line 8 and Line 9 conforms to the urban form, but the necessity of Line 7 and 10 should be carefully studied.

The expert group believes that the first-phase construction project line 1 is located in the south of the central city, which supports the development of the city to the south and is consistent with the leading development of the city in the future. The first phase of Line 2 is located in the east-west direction of the central city, which is the most important passenger corridor in the east-west direction, and is connected with major transportation hubs such as Taiyuan Railway Station, Taiyuan South Station, Taiyuan West Bus Station and Taiyuan South Bus Station. After comparison of several schemes, it is suggested that the line length is 56.8km, with an average annual construction of 8. 1km. The overall arrangement of construction period is feasible, but the planning of construction degree is too large. It is suggested to consider the foresightedness and economy of the civil works of 1 and 2 lines, and then speed up appropriately after gaining experience.

The first phase project of 1 Line is from Nanzhai Station to Beizhonghuan Street Station, and the land along the line is used by Taigang Group. The passenger flow in the northern section of Taigang Group is small and the traffic benefit is poor. The section from Xishan Mining Bureau Station to West Passenger Station of Line 2 is Xishan Mining Area, which is very difficult. Therefore, we should strengthen the analysis of the starting and ending points of the two lines according to the goal of financial support and traffic benefit in Taiyuan.

Under the condition that the airport will not be relocated, the southern end scheme of 1 line is further analyzed. It is suggested to optimize the alignment scheme of Xinjian Road and Jiefang Road in the middle section of 1 line from the aspects of traffic demand and project implementation conditions. The two schemes of Line 2 Railway Station and South Station need further study and determination.
