The governance of rural human settlements as mentioned in these Regulations refers to the planning, construction, governance, management and supervision of rural human settlements with village appearance governance, toilet construction and renovation, garbage management and sewage treatment as the main contents. Article 3 The governance of rural human settlements should adhere to the principles of government-led, departmental linkage, villagers' participation, local conditions, planning first, demonstration and guidance, equal emphasis on construction and management, and long-term operation. The fourth is to establish a working mechanism of municipal overall planning, county-level implementation and township (town) street implementation.
The people's governments of cities and counties (cities, districts) shall organize and lead the management of rural human settlements in their respective administrative areas. The Municipal People's Government shall establish an overall coordination mechanism to guide and solve major problems in the governance of rural human settlements.
Development Zone (Park) Management Committee shall, in accordance with their respective functions, do a good job in the management of rural human settlements.
Township (town) people's governments and sub-district offices are responsible for the specific work of rural human settlements governance within their respective jurisdictions, and guide villagers' committees and relevant units to carry out rural human settlements governance. The villagers' meeting can organize the formulation and improvement of village rules and regulations on the governance of rural human settlements. Fifth city and county (city, district) departments in charge of agriculture and rural areas shall be responsible for the comprehensive coordination, organization, promotion, supervision and inspection of rural human settlements governance within their respective administrative areas.
Development and reform, finance, housing construction, transportation, ecological environment, natural resources, forestry and grassland, water conservancy, cultural tourism, poverty alleviation, health, education, urban management, public security, science and technology, women's federations and other departments and organizations shall, according to their respective functions and duties, do a good job in the management of rural human settlements. Article 6 The people's governments of cities and counties (cities, districts) shall increase financial investment in the governance of rural human settlements, and include the funds needed for the governance of rural human settlements in the fiscal budget at the corresponding level. Establish a diversified investment mechanism supported by government investment, benefit payment and social funds. Seventh city and county (city, district) people's governments shall regularly supervise and inspect the governance of rural human settlements, and incorporate the governance of rural human settlements into the annual assessment. The evaluation results can be announced to the public. Eighth city, county (city, district) people's governments, township (town) people's governments and sub-district offices should strengthen publicity and education on rural human settlements governance, and raise public awareness of participating in rural human settlements governance activities.
Newspapers, radio, television and other news media and online new media should publicize and supervise the governance of rural human settlements.
Educational institutions should rely on classroom teaching, campus culture, social practice and other platforms to carry out education related to the protection of rural human settlements. Article 9 All units and individuals have the obligation to maintain rural human settlements. Have the right to persuade, report or complain about acts that damage or destroy the governance of rural human settlements. Tenth city and county (city, district) people's governments shall, in accordance with the relevant provisions, reward units and individuals that have made remarkable achievements in the management of rural human settlements. Eleventh to encourage scientific and technological research on rural human settlements governance, promote the application of advanced technology, improve the level of rural human settlements governance. Chapter II Planning, Construction and Management Article 12 The competent agricultural and rural departments of cities and counties (cities, districts) shall, jointly with relevant departments, formulate special plans for the management of rural human settlements, and organize their implementation after approval by the people's governments at the corresponding levels.
The special planning of rural human settlements governance should be incorporated into the national spatial planning, coordinated with rural economic and social development, and linked with various special planning. Thirteenth city and county (city, district) people's governments shall strengthen the following infrastructure construction related to the governance of rural human settlements, including:
(a) water supply, power supply, drainage and domestic sewage treatment facilities;
(two) public toilets, domestic waste and construction waste treatment facilities;
(three) roads, green spaces, greening and other facilities;
(4) Waste treatment facilities such as livestock manure, dead livestock and poultry, crop straws and packaging of agricultural inputs;
(five) other infrastructure related to the management of rural human settlements. Fourteenth rural human settlements environmental governance infrastructure construction projects shall perform the relevant examination and approval procedures according to law.
The infrastructure construction of rural human settlements governance shall conform to the relevant national and provincial standards and technical specifications. Fifteenth rural human settlements governance infrastructure can be built and shared across regions to avoid duplication of construction. The owner of the infrastructure can manage the infrastructure by himself or entrust a third party to manage it on his behalf to ensure the normal operation of the infrastructure. Sixteenth city and county (city, district) people's government departments concerned shall, in accordance with the division of responsibilities, provide technical guidance, supervision and inspection on the construction, operation and management of rural human settlements governance infrastructure. Seventeenth villagers' committee shall convene a villagers' meeting and incorporate the following matters into the village rules and regulations:
(a) street units, individual merchants and households "three bags in front of the door" code of conduct;
(two) regulate the behavior of villagers to clean and care for their own courtyards, houses and livestock pens;
(3) Code of Conduct for the Treatment and Comprehensive Utilization of Domestic Waste and Agricultural Waste;
(four) abide by the code of conduct for domestic sewage treatment;
(5) Code of conduct for maintaining public health and protecting ancient and famous trees;
(six) the code of conduct for caring for rural human settlements infrastructure;
(seven) incentives for the management of rural human settlements;
(eight) other matters that need to be included in the management of rural human settlements.
