Village organizations are villagers' self-governing organizations, so members of village committees only need to vote at villagers' meetings. Government departments generally can't interfere.

Unless the members of the village committee violate the law and discipline, which is enough to justify detention, arrest and sentence, or can prove that they have paid bribes and coerced elections, they can be arrested and re-elected. Otherwise, the villagers can only admit that the government cannot intervene.
