Since the 18th National Congress of the Communist Party of China, the central and local governments have issued a series of regulations, such as four winds and wedding banquets, which have effectively curbed the problem of catering for cadres in party member and purified the local atmosphere. For example, Longwan Village in Xuanhan County, referring to the local regulations on cadres' banquets in party member, formulated village rules and regulations, stipulated that villagers should hold wedding banquets, guided villagers to live frugally, and put an end to frequent banquets. However, under the new normal of governing the country according to law, local officials at all levels must enhance their legal awareness, take the law as the basis, take the exemplary behavior of party member cadres as the guide, and persuade them to give up the wasteful behavior of doing great things with moral norms, instead of punishing them at once.
The formulation of "village rules and regulations" should be combined with local folk customs, and must be based on national laws and regulations and become a common rule for villagers to abide by through collective decision-making. However, it is a "guide" to villagers' behavior, and it is not legally binding and mandatory. The law does not give "village rules and regulations" the right to impose fines or disguised fines on illegal villagers.
In strengthening grass-roots governance, village cadres must strengthen their ability to handle affairs according to regulations, do more ideological work, alleviate the old habits and customs in rural areas, and do not use compulsory means such as "fines" to block them, so as to unite the strength of the masses and run together on the broad road of building a well-off society in an all-round way.
