1. Organization Settings

The establishment of party branches is generally based on units and regions, and the main way is to form them separately. Enterprises, rural areas, institutions, schools, scientific research institutes, communities, social organizations, companies (middle) of the People's Liberation Army and the armed police force and other grass-roots units, where there are more than three people in party member, shall set up a party branch.

The number of Party branches in party member generally does not exceed 50.

According to the needs of the work, the higher party committee can directly make a decision to set up a party branch in the grass-roots unit.

3. Innovate the setting form of the Party branch.

Combining with the actual situation, we should innovate the setting form of party branches to achieve full coverage of party organizations and work.

Large cross-regional farmers' professional cooperative organizations, professional markets, commercial blocks, commercial buildings, etc. , meet the conditions, should set up a party branch.

Units with less than 3 people in party member shall establish joint party branches in accordance with the principles of geographical proximity, similar industries, moderate scale and easy management. The joint party branch covers no more than five units.

Party branches should be established for projects and work projects that meet the requirements for more than 6 months.

There are many mobile party member, and the place of work or residence is relatively fixed and concentrated. Therefore, the mobile party branch in party member should be established through consultation between the outflow party organizations and the inflow party organizations, relying on parks, chambers of commerce, trade associations and overseas offices.

Step 4 Adjust or cancel

Party branches that no longer meet the requirements for establishment due to changes in the number of people in party member or in their units and regions shall be adjusted or cancelled in time.

The adjustment and cancellation of the Party branch is generally approved by the township (street) where the Party branch is located or by the grassroots Party committee of the township (street) or unit, and can also be directly decided by the grassroots Party committee of the township (street) or unit, and reported to the organization department of the higher party committee for the record.

5. How to set up a temporary party branch

If the temporary organization established to perform a certain task does not transfer the organizational relationship of party member, a temporary party branch may be established with the approval of the higher-level party organization.

The temporary Party branch mainly organizes party member to study politics, educate, manage and supervise party member, and educate and train activists to join the Party. Generally, party member will not be developed, party member will not be punished, membership dues will not be collected, deputies to party congresses will not be elected, and general elections will not be held.

The secretary, deputy secretary and members of the temporary party branch shall be appointed by the approved party organization.

After the temporary organization is revoked, the temporary party branch is naturally revoked.
