The name of Heyang was named "Heyang City" after Wei Wenhou built the city on the north bank of Qiachuan (now Xinli Village of Qiachuan Town) in the 17th year (429 BC). In the sixteenth year (596), the county government moved from the west bank of the Yellow River to the middle of the county (now the county seat) and changed Tongzhou to Fengyi County, which belongs to Heyang.
