Article 24
If the employee marries late, in addition to the marriage leave stipulated by the state, the marriage leave will be increased by 12 days; Late childbirth, in addition to the maternity leave prescribed by the state, increase maternity leave for 30 days; During maternity leave, those who receive the Honor Certificate of the Only Child Parents will be given another 30 days of maternity leave, and the man will enjoy 15 days of nursing leave. Increased maternity leave and nursing leave are regarded as attendance.
Rural residents with late childbearing are exempt from the public welfare fees for collective production in the village in that year; Unemployed urban residents who give birth late shall be given appropriate rewards by the town people's government or sub-district offices where the household registration is located.
Article 25
Couples of childbearing age who voluntarily give birth to only one child for life or who are legally childless and adopt only one child shall, upon their own application, be verified by their units or village (neighborhood) committees, and report to the township (town) people's government and subdistrict offices for the honor certificate of the one-child parents, and enjoy the following preferential treatment:
(a) from the month of obtaining the certificate until the child reaches the age of 14, the monthly health care fee for the only child is five to twenty yuan. If both husband and wife have work units, the work units of both parties shall bear half of the burden; If one party has a work unit and the other party has no work unit, it shall be paid by the work unit with a work unit; If the husband and wife have no work unit, they shall be paid by the township (town) people's government or the street office where the household registration is located, and the required expenses shall be shared by the family planning funds at all levels.
(two) when the rural collective economic organizations distribute the collective economic benefits and compensation for land acquisition, they will increase the share of one person for the one-child family; Take care of the one-child family in dividing the homestead, supporting production and introducing employment.
(3) The relevant departments and units shall, according to the actual situation, give preferential treatment to the only child in the aspects of nursery, enrollment, schooling, medical treatment, employment and job training.
(four) other awards and preferential treatments given by the people's governments at all levels and the units where the parents of the only child belong or the village (neighborhood) committees.
Article 26
In accordance with the provisions of this Ordinance, couples who can have more children voluntarily stop having children, rural residents will be awarded bonuses according to the standard of not less than the per capita net income of rural residents in the township (town) where they are located last year, and urban residents will be awarded bonuses according to the standard of not less than the per capita disposable income of urban residents in the city and county where they are located last year. The specific measures shall be determined by the people's governments of cities and autonomous prefectures divided into districts.
Article 27
Parents who meet the requirements stipulated by the state and province, parents who are only children of urban residents, parents who are only children of rural residents or parents who have given birth to two girls, will be awarded bonuses by the people's government when they reach the age stipulated by the state and provincial people's government, and the specific measures will be stipulated by the provincial people's government.
Rural residents whose parents are only children or have two girls can apply for old-age insurance in the form of joint investment by the government, collectives and individuals where conditions permit.
The people's government shall, in accordance with the relevant provisions, grant relief funds to families with one-child death or disability and poor family planning.
When accepting elderly people with children, the old-age care institutions built by the people's government give priority to parents who have only children and parents who have two girls in rural areas.
Those who have no children for life or die after receiving the honor certificate of the only child's parents and no longer have children can enjoy the treatment stipulated in the first and third paragraphs of this article.
Couples who have only one child, twins or multiple births do not enjoy the one-child rewards and preferential treatment stipulated in these regulations.
Article 28
Those who have given birth after receiving the Honor Certificate of the One-Child Parents shall cancel their Honor Certificate of the One-Child Parents and stop enjoying the preferential treatment stipulated in these Regulations; The bonuses already received, the one-child health care expenses, the collective economic benefits already paid, the compensation for land acquisition, and the reward and assistance funds must all be returned; The insurance premiums invested by the government and the collective should be repaid.
Article 29
Couples of childbearing age who practice family planning enjoy the following basic family planning technical services free of charge:
Distribution of contraceptives and pregnancy monitoring;
(2) Placement and removal of intrauterine devices and medical examinations prescribed by technical conventions;
(3) Ligation of ovum (sperm) transfusion tube and various medical examinations specified by its technical routine;
(four) medical examination and technical routine of artificial termination of pregnancy;
(5) Diagnosis and treatment of complications of family planning operation.
The funds required in the preceding paragraph shall be shared by rural residents according to the proportion of family planning expenses allocated by governments at all levels; Urban residents in accordance with the provisions by the basic medical insurance fund or maternity insurance fund to pay, did not participate in social insurance or does not belong to the social insurance fund to pay the project, paid by the unit or charged in the family planning fee.
Article 30
People's governments at all levels and relevant departments give preferential treatment to families practicing family planning in rural areas in terms of small loans, project development, scientific and technological support, work-for-work relief, poverty alleviation teaching assistants and social relief.
Article 31
The family planning technical service expert committee at or above the county level identifies the complications of family planning operation that need treatment, and the population and family planning administrative department of the people's government at or above the county level shall urge the operation unit to arrange treatment.
During the hospitalization period of the employees of this unit who treat the complications of family planning operation, the vacation period of family planning operation according to the regulations is regarded as attendance. If there is no work unit, the township (town) people's government or sub-district office where the household registration is located shall give appropriate care.
In violation of the provisions of this Ordinance, refusing to take contraceptive measures leads to the termination of pregnancy that does not meet the statutory fertility conditions, and the subject shall bear the expenses and not enjoy the treatment stipulated in the preceding paragraph.
Article 32
In any of the following circumstances, the people's government or the relevant departments shall give awards:
(a) places or units that have made remarkable achievements in family planning work;
(two) the implementation of population and family planning laws, regulations and policies have made remarkable achievements in the staff;
(three) technical personnel who have been engaged in family planning operations for a long time without accidents;
(four) units and individuals who have made outstanding contributions to the scientific research of birth control technology, contraceptives and reproductive health care technology related to family planning.
