Article 1 The name of this Association is China Social Workers Association, and it is registered as China Social Workers Association in the International Federation of Social Workers. The English name is China Social Workers Association (CASW).
Article 2 This Association is a non-profit, public welfare, joint, industrial and national social organization composed of units and individuals who are engaged in and concerned about social work and carry out activities in accordance with the articles of association.
Article 3 The purpose of this Association is to adhere to the people-oriented Scientific Outlook on Development, abide by the Constitution, laws, regulations and national policies, take it as its own responsibility to help the masses get rid of difficulties and save themselves, promote the professionalization, specialization and standardization of social work, carry out social services, promote the development of community construction, social welfare, social assistance and social welfare undertakings, safeguard social equity, promote social progress and promote the construction of a harmonious socialist society.
Article 4 This Association is the competent department of the Ministry of Civil Affairs and accepts the professional guidance, supervision and management of the Ministry of Civil Affairs.
Article 5 This Association is located in Beijing.
Chapter II Scope of Business
Article 6 Implement and publicize the principles, policies, laws and regulations of national social work, and promote the reform and development of social work.
Seventh to carry out theoretical research on social work, do a good job in research and demonstration of related topics, improve the level of social work, develop social work culture, expand the field of social work, and promote the construction of theoretical system and working system of social work with China characteristics.
Eighth to promote the professional, professional and standardized social work industry construction, to assist the government to do a good job in building a large-scale social work talent team with reasonable structure and excellent quality.
Article 9 Raise funds to provide financial support for social services, social welfare, social assistance, community development and voluntary service.
Tenth to promote the reform of social welfare undertakings, the development of social welfare undertakings, lottery, pension services and rehabilitation.
Eleventh to carry out social assistance activities, mobilize social forces to help orphans and disabled children, the elderly and other difficult groups. In particular, we will organize activities to help disabled children and orphans from poor families raise their children, help doctors and students, safeguard the legitimate rights and interests of orphans and disabled children, and promote the development of children's relief work.
Twelfth to promote the construction of grassroots society, strengthen cooperation and exchanges between urban areas, streets and towns, and serve the construction of harmonious urban areas, harmonious streets, harmonious communities and rural communities. Study the policy of community service industry and formulate the code of conduct for community service industry. Carry forward the volunteer spirit and promote the development of volunteer service.
Thirteenth advocate healthy marriage ethics, carry out activities to create a harmonious family, organize research and service activities in the field of marriage and family, and promote the standardized service and scientific management of wedding and matchmaking industries.
Article 14 Publicize the concept of public welfare, spread public welfare culture, publicize heroic deeds, build a bridge between enterprises and entrepreneurs and social celebrities to carry out social welfare activities, improve the sense of social responsibility, and promote the development of social welfare undertakings and the construction of socialist spiritual civilization.
Fifteenth give full play to the role of associations in providing services, reflecting demands and standardizing behaviors, and carry out activities such as personnel training, academic exchanges, summing up and popularizing advanced experiences, and commending advanced collectives and individuals according to the characteristics of various industries.
Sixteenth actively carry out academic exchanges, training and project cooperation with non-governmental organizations and social groups in countries around the world and Hong Kong, Macao and Taiwan.
Seventeenth to undertake other matters entrusted by the government.
Chapter III Members
Article 18 Members of this Association are divided into unit members and individual members.
Article 19 A member applying to join this Association must meet the following conditions:
(a) support the articles of association;
(2) voluntarily applying to join the Association;
(three) to engage in and care for and support social work.
Twentieth membership procedures are:
(1) submitting an application for membership;
(two) the unit members shall be the unit members of this Association after being examined and approved by the Standing Council;
(3) An individual member shall be an individual member of the Association after being introduced by two members of the Association or recommended by unit members and approved by the Standing Council.
(four) after the approval of membership, issued to the unit membership card and personal membership card.
Article 21 Members shall enjoy the following rights:
The right to vote, to be elected and to vote;
(two) to participate in the activities of this association;
(three) to obtain the priority of our services;
(four) have the right to criticize, suggest and supervise the work of this association;
(5) Freedom of voluntary membership and withdrawal;
(six) have the right to recommend members.
Article 22 Members shall perform the following obligations:
(a) To implement the resolutions of this Council;
(two) to safeguard the legitimate rights and interests of this association;
(three) to complete the work assigned by the association;
(four) to pay membership fees in accordance with the provisions;
(5) To report the situation to this Council and provide relevant materials and information.
Article 23 Members shall notify the Association in writing and return their membership cards. If a member fails to pay the membership fee or participate in the activities of the association for one year, it will be deemed as automatic withdrawal.
Article 24. If a member violates the Articles of Association, he shall be given a warning, a serious warning and be removed from the membership, depending on the seriousness of the case.
Chapter IV Establishment and Cancellation of Institutions and Responsible Persons
Article 25 The highest authority of this Association is the members' congress, and its functions and powers are:
(a) to formulate and amend the articles of association;
(2) Electing and dismissing directors;
(three) to consider the work report and financial report of the Council;
(4) Deciding to terminate.
(5) Deciding on other major matters.
Twenty-sixth members' congress can only be held when more than two-thirds of the members' representatives are present, and its resolutions can only take effect when more than half of the members' representatives are present to vote.
Twenty-seventh members' congress is held every five years. If the meeting needs to be held in advance or postponed due to special circumstances, it must be approved by the Standing Council and reported to the Ministry of Civil Affairs for approval. The extension shall not exceed one year at the longest.
Article 28 The Council is the executive body of the general meeting of members. When the Congress is not in session, lead the Association to carry out its daily work and be responsible to the Congress.
Article 29 The functions and powers of the Council are:
(a) to prepare for the convening of the members' congress;
(two) to implement the resolutions of the members' congress;
(3) Electing and dismissing executive directors; To elect and recall the president, vice-president and secretary-general; Hire an honorary president; Awarded the honorary title; (four) to decide to absorb or recall members;
(five) to report the work and financial situation to the members' congress;
(6) Deciding to establish offices, branches, representative offices and entities;
(seven) to lead the work of the institutions of this Association;
(eight) to formulate internal management system;
(9) Deciding on other major matters.
Article 30 The Council shall convene a meeting once a year, and it may also be convened by means of communication under special circumstances.
Article 31 A meeting of the board of directors shall be held only when more than two thirds of the directors are present, and its resolutions shall take effect only after being voted by more than two thirds of the directors present.
Article 32 The Association shall establish a standing council. The Standing Council is elected by the Council. The number of the Standing Council shall not exceed1/3 of the number of directors; The Standing Council is responsible to the Council and exercises the functions and powers of Item 1, 2, 4, 6, 7, 8 and 9 of Article 29 when the Council is not in session.
Article 33 The Standing Council shall be convened only when more than two-thirds of the executive directors are present, and its resolutions shall take effect only after being voted by more than two-thirds of the executive directors present at the meeting.
Article 34 The Standing Council shall hold a meeting every six months; Special circumstances can also be held in the form of communication.
Article 35 When the Standing Council is not in session, important work shall be decided by the president's office meeting. The president's office meeting consists of the president, the vice president and the secretary general. The meeting was presided over by the president. The functions and powers of the Office of the President are:
(a) Implementing the resolutions of the Standing Council;
(two) to organize the implementation of the annual work plan, formulate the working system of this association, and report it to the Council and the Standing Council for approval;
(3) To decide on the appointment and removal of deputy secretaries-general, directors of professional committees, directors of departments and secretaries-general of special funds;
(four) to study the matters that need to be decided collectively in daily work. Major issues should be reported to the Council of the Association and the Standing Council for approval.
Article 36 The Association shall have several honorary presidents; A number of consultants; A chairman and several vice-chairmen; Secretary general.
Article 37 The president is the legal representative of the Association. The legal representative of this Association shall not concurrently serve as the legal representative of other social organizations. The Chairman shall exercise the following powers:
(a) to convene and preside over the Council and the Standing Council;
(two) to check the implementation of the resolutions of the members' congress, the Council and the Standing Council;
(3) Signing relevant important documents on behalf of the Association;
(four) the appointment of the deputy secretary general and the principal responsible persons of various offices and units;
(five) to preside over the work of this association;
(6) The vice president shall assist the dean in his work according to the division of labor and be responsible for the work in charge. During the absence of the president, the executive vice president will preside over the work.
Article 38 the daily work of the association shall be under the leadership of the president and the responsibility system of the secretary-general shall be implemented. The Secretary-General is full-time, and his powers are:
(a) to assist the dean and vice president;
(two) to preside over the daily work of the office;
(three) to organize the drafting of relevant documents, formulate and organize the implementation of the annual work plan, and make annual assessment and summary;
(4) Coordinating the work of branches, representative offices and entities;
(five) to decide on the employment of full-time staff in offices, representative offices and units according to regulations;
(6) Handling other daily affairs;
(7) The Deputy Secretary-General assists the Secretary-General in his work according to the division of labor.
Article 39 The president, vice-president and secretary-general must meet the following conditions:
(a) adhere to the party's line, principles and policies, abide by national laws and regulations, and have good political quality;
(2) Love social work, which has great influence in our business field;
(three) the maximum age is generally not more than 70 years old;
(4) Being in good health and able to stick to normal work;
(5) Having not been subjected to criminal punishment of deprivation of political rights;
(6) Having full capacity for civil conduct.
Article 40 The president, vice-president and secretary-general who are over the maximum working age can take up their posts only after being approved by the Council and reported to the Ministry of Civil Affairs.
Article 41 The term of office of the President, Vice-President and Secretary-General of this Association is five years. The term of office of the president, vice-president and secretary-general shall not exceed two terms. If it is necessary to extend the term of office due to special circumstances, it shall be approved by more than two-thirds of the members' representatives at the members' congress and reported to the Ministry of Civil Affairs for approval before taking office.
Article 42 The Association shall set up an expert committee. The expert committee is mainly responsible for theoretical research and guidance, research on major topics, important decisions and relevant policy consultation. The expert committee is composed of senior experts with certain attainments and influence in social work and related disciplines. The expert committee shall have a chairman, and deputy directors (several) shall preside over the work of the expert committee. Members of the expert Committee enjoy the treatment of the executive director of the association.
Article 43 The Association may set up branches according to needs, and the director and deputy director of the branch shall be elected by the general meeting of the members of the branch. Each branch can carry out activities according to its own business scope. Implement the director responsibility system under the leadership of the director. The Director-General and Secretary-General of the Special Fund shall be appointed by the Association.
Chapter V Principles of Asset Management and Use
Article 44 The sources of funds of this Association are:
(1) membership fees;
(2) Funds raised, donated or funded;
(3) Services purchased by the government;
(4) Income from activities or services provided within the approved business scope;
(5) interest;
(6) Other lawful income.
Article 45 The Association shall collect membership fees in accordance with relevant state regulations.
Article 46 the funds of this association must be used for the business scope and career development stipulated in the articles of association, and shall not be distributed among members.
Article 47 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.
Article 48 An association shall be equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When accounting personnel transfer their jobs or leave their posts, they must go through the handover procedures according to regulations.
Article 49 The asset management of this Association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.
Article 50 Before the association changes its legal representative, it must accept the financial audit organized by the Ministry of Civil Affairs.
Article 51 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.
Article 52 The wages, social insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.
Chapter VI Procedures for Amending the Articles of Association
Article 53 Any amendment to the articles of association of this Association must be approved by the Council and submitted to the members' congress for deliberation and approval.
Article 54 The revised articles of association of this Association shall come into effect after being adopted by the members' congress and submitted to the Ministry of Civil Affairs for approval within 15 days.
Chapter VII Termination Procedure and Property Disposal after Termination
Article 55 If the Association completes its purpose, dissolves or needs to be cancelled due to division or merger, the Council or the Standing Council shall propose a termination motion.
Article 56. The motion to terminate this association must be voted by the members' congress and reported to the Ministry of Civil Affairs for approval.
Fifty-seventh before the termination of this association, a liquidation organization shall be established under the guidance of the Ministry of Civil Affairs and relevant departments to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.
Article 58 The Association shall be terminated after the cancellation of registration by the Ministry of Civil Affairs.
Article 59 The surplus property after the termination of this Association shall be used for the development of undertakings related to the purpose of this Association under the supervision of the Ministry of Civil Affairs and in accordance with relevant state regulations.
Chapter VIII Supplementary Provisions
Article 60 The Articles of Association was adopted by the members' congress on March 23, 2007.
Article 61 The right to interpret the Articles of Association belongs to the Council of the Association.
Article 62 The Articles of Association shall come into force as of the date of approval by the Ministry of Civil Affairs.
