Chapter I Basic Requirements
Article 1 In order to further standardize the police receiving and handling work of public security organs, this Code is formulated in accordance with the People's Police Law of the People's Republic of China, the police receiving and handling work rules of the Ministry of Public Security1kloc-0/0, and the relevant work regulations of the Anhui Provincial Public Security Department, combined with the actual public security work.
Article 2 These Rules shall apply to the public security organs of this Municipality when they accept the call for help, call the police and go out to the police.
Article 3 The procedures for accepting public alarm and rescue are as follows:
(a) to the public security organs for help, it shall indicate the alarm unit and name; If it is a telephone call, take the initiative to tell the police: "Hello, this is the command center of XX (city or county) or XX (city or county public security bureau branch, office or team). I am the police officer who answered the phone or the police officer who answered the phone. Please go ahead. " You should be friendly when you answer the phone.
(2) When asking the alarm person or answering the alarm call, the alarm person shall take the initiative to guide the alarm person to explain the main information (time, place and main plot) of the case (incident) and its basic information and contact information;
(3) If you have doubts about the alarm or the alarm person hangs up the phone without accurate alarm, you should call the alarm person in time to further verify the situation. If no one answers the phone, and the alarm situation is clear, someone should be sent to the scene to verify immediately;
(four) belong to the police for help, should ask the specific content, does not belong to the scope of public security organs, should be based on the mood and attitude of the police to give appropriate answers and comfort;
(five) for the complaint, the complainant should be asked about the basic situation and the contents of the complaint, and at the same time inform the complainant of the legal responsibilities he should bear;
(six) within the scope of the duties of the public security organs, it shall immediately report to the leaders and report to the police according to the instructions.
Article 4 The police who receive the alarm shall timely, accurately and completely register and store the alarm information on the unified alarm handling platform in accordance with the regulations, so as to ensure the originality of the alarm content.
Article 5 In addition to consultation and invalid alarm, the police who receive the alarm shall issue an alarm receipt for the alarm person in time as the basis for inquiring about the progress of police handling.
If it is a telephone call, the policeman who receives the call shall inform him of his right to issue an alarm receipt to the public security organ with jurisdiction.
Article 6 Any unit or individual must unconditionally handle cases (incidents) that are not under its jurisdiction after receiving the police instructions, and should take the initiative to transfer them to the units with jurisdiction for acceptance.
Seventh police officers shall not be less than two people, one of whom is the host police. In case of serious police situation, a famous teacher, institute or team leader shall lead the team.

Article 8 When handling police affairs, police officers shall carry the Registration Form for Accepting Police Affairs, the Decision on Punishment on the Spot, the Agreement on Mediation of Public Security on the Spot and other legal documents that can be used on the spot, and make notes for police officers.
Article 9 Police officers should dress in accordance with the regulations, keep their police appearance clean and tidy, and carry: guns, batons, police ropes, handcuffs, walkie-talkies, flashlights and other single police equipment.
Special vehicles for handling police situations must be equipped with on-site forensics equipment such as scene investigation boxes, cameras, voice recorders and digital recorders, and special equipment needed for handling specific police situations, such as shields, bulletproof vests, helmets, warning belts, life jackets, fire extinguishers and other items.
Tenth police officers should arrive at the scene as soon as possible to deal with it under the condition of ensuring safety.
Eleventh after the end of the police, the command center shall give timely feedback to the command center. The police handling the case should fill in the feedback form of the receiving and handling police platform in time to investigate and verify the disposal situation.
Twelfth police arrived at the scene of the police, should identify themselves and show their law enforcement certificates. If it is too urgent to produce law enforcement certificates, it should first identify itself and produce law enforcement certificates during the disposal process. When performing official duties with standard police uniforms, you may not show your law enforcement certificates, and you should:
(a) to deal with the police situation in time and report the situation on the spot; (two) to maintain the order at the scene and protect the personal and property safety at the scene; (three) timely registration of the names, units, addresses and contact information of the relevant personnel present; (four) to carry out investigation and evidence collection according to law.
Thirteenth criminal cases should be handled in accordance with the principles of police nearby, territorial jurisdiction and business supervisor, and:
(a) Take measures to stop the criminal acts being committed; (2) Arresting, guarding and controlling criminal suspects; (three) to rescue the wounded and need first aid, notify 120 emergency center; (4) Delineating protected areas, setting up on-site vigilance and protecting the site; (five) to conduct a preliminary on-site investigation and visit to verify the situation; (six) the disposal of the scene of a serious violence case shall be reported to the superior immediately; (seven) to inform the case handlers of the case discovery, on-site protection and preliminary disposal; (eight) fill in the police record, do a good job in the handover of the relevant police work. If it is necessary to make legal documents for police handling, it shall be handled in accordance with relevant regulations.
Article 14 The following provisions shall be observed in handling public security cases:
(a) to take measures to stop the illegal acts being carried out; (two) to find and control the illegal suspects; (three) to rescue the wounded and need first aid, notify 120 emergency center; (four) to protect the scene and maintain the order of the scene; (five) to conduct a preliminary on-site investigation and collect and preserve evidence;
(six) seizure of illegal income and prohibited items; (seven) the implementation of punishment on the spot according to law; (eight) to organize mediation of public security cases caused by civil disputes; (nine) fill in the police record, do a good job in the transfer of relevant police work, the police results need to make legal documents, in accordance with the relevant provisions.
Article 15
When handling cases at the scene, the police station and patrol police should do a good job in the preliminary work of police handling, and should not shirk and deal with them hastily. In addition to simple cases, mediation and punishment on the spot, it should also be done:
(a) to take measures to stop the illegal and criminal acts being carried out;
(2) Finding and controlling criminal suspects;
(three) to rescue the wounded and need first aid, notify 120 emergency center;
(four) to protect the scene and maintain the order of the scene;
(five) to conduct preliminary on-site investigation, verify the situation, and collect and preserve evidence;
(six) timely contact with the case undertaker or other functional departments, do a good job of police handover, and inform the case undertaker of the case discovery process, on-site protection and preliminary disposal.
In addition to the above provisions, the disposal of the scene of serious violence cases should also immediately request the public security organs at higher levels to take the following measures:
(a) to take protective and alert measures against key targets that may be infringed;
(2) Sending early warning notices to neighboring areas;
(three) timely notify the relevant public security organs to intercept.
After the on-site disposal is completed, the criminal suspect, relevant personnel, articles and documents as evidence shall be brought back to the public security organ for further investigation and handling. Articles that cannot be brought back shall be sealed up or properly kept in accordance with relevant regulations.
Chapter II On-the-spot Disposal of Criminal Cases
Sixteenth police officers arrived at the scene, in addition to quickly stop criminal acts, control and investigate criminal suspects according to law, according to the provisions of the need to immediately carry out preliminary investigation and evidence collection. Pre-investigation and evidence collection mainly includes the protection of on-site and trace material evidence, on-site investigation and interview, on-site recording, photography (video recording) and collection of material evidence. On-site evidence collection shall be timely, accurate, objective, comprehensive, legal and effective.

Article 18 On-site evidence preservation includes extracting evidence related to the case, seizing tools for committing crimes, prohibited items, etc ... Pay attention to using gloves and material evidence bags when extracting evidence to avoid damaging fingerprints.
Article 19 During on-site investigation and inspection, the parties concerned and the witnesses at the inspection site shall be asked, and the names, units, addresses and contact information of the personnel present shall be registered in time.
Twentieth criminal suspects shall be transferred to public security organs for examination according to law.
Article 21 For criminal cases involving murder, explosion, arson, robbery, rape, kidnapping, throwing dangerous substances, serious injury, burglary, car theft, etc., which are complicated and require professional investigation means, the criminal investigation department shall give priority to on-site inquests and inspections, and police officers shall cooperate with the preliminary evidence collection work.
For the murder scene, warning tape should be set up to protect the scene quickly, and evidence can be obtained in advance by recording, photographing and video recording without changing the scene. Except for emergencies such as rescuing the wounded and protecting physical evidence, the police shall not touch the traces, articles and bodies at the scene. Wear gloves and shoe covers when rescuing the wounded and dealing with other emergencies, and try to avoid damaging the scene.
Article 22 If the case is complex, involves a large number of police forces or the police force is unable to complete the on-site police dispatch, it shall report to the captain, who shall quickly mobilize other police forces to rush to the scene for disposal. If more than one police officer arrives at the scene at the same time, the police officer with jurisdiction shall be the main witness, and other units shall actively cooperate.
Twenty-third do a good job in handing over the police work with the personnel on duty or the police handling the case, including personnel (criminal suspects, victims, relevant witnesses), articles (crime tools, weapons, stolen goods), case (incident) photos and other materials.
After receiving it, the personnel on duty or the police handling the case should do a good job of keeping or handing it over, and register in the "Branch and Team Receiving Police" of the unified police receiving platform in accordance with the "Specification for the Use of Police Receiving Platform (Trial)".
Chapter III On-site Disposal of Administrative Cases
Twenty-fourth police arrived at the scene, in addition to quickly stop illegal acts, control and investigate illegal suspects according to law, must immediately collect evidence in accordance with the provisions. Article 28 The scope of on-site mediation cases includes minor public security cases caused by civil disputes, such as beating others, intentional injury, insult, slander, false accusation and frame-up, intentional damage to property, interference with others' normal life, invasion of privacy, etc. The premise is that the case is simple, the facts are clear, the circumstances are minor, the causal relationship is clear, and both parties have no objection to the case and facts.
If there is no dispute over the medical expenses and compensation for loss of goods involved in the case, with the consent of both parties, the police can conduct on-site mediation according to the provisions of the Ministry of Public Security on Public Security Mediation, and make an On-site Public Security Mediation Agreement.
On-site public security mediation closed public security cases, you don't have to make a file, but the case-handling department shall bind and file the on-site public security mediation agreement according to the number.
Twenty-ninth cases that are complicated, involve a large number of police officers or cannot be completed on the spot should be reported to the team leader, who should quickly mobilize other police officers to rush to the scene for disposal.
Thirtieth to do a good job with the personnel on duty or the police handling the case, including personnel (illegal personnel, victims, relevant witnesses), articles (crime tools, weapons, stolen goods), case (incident) photos and other materials.
After receiving it, the personnel on duty or the police handling the case should do a good job of keeping or handing it over, and register in the "Branch and Team Receiving Police" of the unified police receiving platform in accordance with the "Specification for the Use of Police Receiving Platform (Trial)".
Chapter IV Disposal of Other Police Situations
Thirty-first cases of serious violence should be dealt with first, and immediately reported to the public security organs at higher levels, and the following measures should be taken:
(1) Quickly control criminal suspects and stop illegal and criminal acts in time; (2) Take protective and alert measures against key targets that may be infringed; (3) Sending early warning notices to neighboring areas; (four) timely notify the neighboring teams to enter the alert state, and conduct a comprehensive investigation and interception.
Thirty-second pre-disposal of the scene of public security disasters and accidents shall comply with the following provisions:
(a) to understand the situation at the scene and report to the superior in time;
(2) Set up vigilance to protect the scene and evacuate the onlookers;
(3) For the professional work of eliminating risks such as explosion, toxic, radioactive or infectious epidemic, the on-site personnel should be evacuated and professionals should be invited to deal with them in time;
(4) Conducting on-site investigations and visits, and collecting and preserving evidence;
(five) pay attention to discover, monitor and control the person responsible for the accident or the perpetrator.
Thirty-third early handling of mass incidents shall comply with the following provisions:
(a) to understand the situation at the scene and report to the superior in time;
(two) to control the situation on the spot, stop excessive behavior, and prevent casualties and property losses;
(three) to maintain order at the scene and evacuate the onlookers in time;
(4) Persuade and educate the on-site personnel according to law to prevent the situation from expanding;
(5) Pay attention to collecting evidence in time.
Article 34
Dealing with mental patients or drunks who cause trouble shall comply with the following provisions:
(a) according to the situation on the spot, stop the accident; (2) Those who pose a threat to the person, property or public safety of themselves or others shall take corresponding protective measures to restrain them until they are sober and do a good job in obtaining evidence; (3) If an accident is caused after drinking alcohol, it shall promptly contact its relatives or subordinate units and notify them to take it back for safekeeping; (four) for mental patients can not find relatives of patients, contact the local civil affairs department for processing; (five) drunken accident suspected of illegal crimes, can be restrained to sober, sober after the law.
Article 35 When a policeman receives the following requests for help, he shall immediately accept them, handle them as appropriate, and report to the public security organ at a higher level:
(a) Drowning, falling, suicide, etc. ; (two) children, the elderly, the mentally retarded and the mentally ill are lost and need help in finding them within a certain range; (3) Citizens are in danger and isolated state and need immediate assistance; (four) water, electricity, gas, heat and other public facilities in danger, threatening the safety of public facilities or affecting the order of work, study and life; (5) Other urgent matters.
