(two) the use of street poles, poles, stop signs, bus shelters, newsstands, telephone booths, newspaper columns, galleries, vending machines, garages, carports and other public facilities to publish advertisements;
(three) the use of various outdoor advertising facilities directly installed on the ground to publish advertisements;
(four) the use of cars, boats and other mobile vehicles or airships, balloons and other lift-off equipment and air mobile facilities to publish advertisements.
The signboard setting mentioned in these Regulations refers to the behavior of natural persons, legal persons and unincorporated organizations to set up plaques, light boxes, neon lights and font symbols. Fourth city and county (city, district) city appearance and environmental sanitation administrative department is responsible for the supervision and management of outdoor advertising and signs in this area.
Public security, transportation, natural resources, housing and urban and rural construction, cultural tourism, ecological environment, water conservancy, emergency management, market supervision and management departments shall, within the scope of their respective duties, do a good job in the supervision and management of outdoor advertisements and signboards.
Township (town) people's governments and sub-district offices shall, according to their duties, supervise and manage outdoor advertisements and signboards in their respective jurisdictions. Fifth advertising industry organizations should improve the industry self-discipline mechanism, strengthen the guidance of industry norms, and promote the integrity construction and healthy development of outdoor advertising industry.
Any unit or individual has the right to report and complain about violations of outdoor advertising and signboard management regulations. The competent administrative department of city appearance and environmental sanitation shall take the lead in establishing a complaint reporting system for outdoor advertisements and signboards, and announce the ways to accept complaints and reports.
After accepting complaints and reports, the relevant departments shall investigate and deal with them according to law, and inform the complainant of the results within the prescribed time limit. If it is not under the jurisdiction of this department, it shall be transferred to the competent department within five working days, and the complainant shall be informed of the transfer. Chapter II Establishment and Use Article 6 The establishment of outdoor advertisements and signboards shall conform to the requirements of urban and rural planning, urban appearance standards and safety norms, and be in harmony with the urban and rural landscape and surrounding environment in combination with the humanistic characteristics of Gu Jun New Town. Their contents shall comply with the provisions of relevant laws and regulations and shall not violate public order and good customs. Seventh city, county (city) city appearance and environmental sanitation administrative department shall, jointly with the competent department of city planning administration, prepare a special plan for outdoor advertising, and report it to the people's government at the same level for approval before promulgation and implementation.
Outdoor advertising special planning should be reasonable planning of the total amount and layout of outdoor advertising, clear forbidden areas and restricted areas, scientific planning and reasonable arrangement of a certain proportion of outdoor advertising space in the planning area for setting up public service advertisements. Article 8 Outdoor advertising facilities shall meet the following requirements:
(a) in accordance with the technical specifications of outdoor advertising facilities and other laws and regulations of the safety technical standards and norms;
(two) in line with the national requirements for the structural load, lightning protection, wind resistance, earthquake resistance, fire protection, electrical safety and environmental protection of buildings (structures);
(3) The use of light source devices shall conform to the Code for Design of Architectural Lighting and the Code for Design of Urban Nightscape Lighting, so as to avoid adverse effects on production, life and surrounding sensitive targets;
(4) Meeting other conditions and requirements as prescribed by laws and regulations.
In addition to complying with the provisions of the preceding paragraph, large-scale outdoor advertisements shall be set in strict accordance with the approved location, location, form, specifications and quantity, and shall not be changed without authorization. If it is really necessary to change, it shall go through the formalities for changing the setting in accordance with the original examination and approval procedures.
Temporary non-large outdoor advertisements should be set up in public information columns or places and facilities designated or designated by the administrative department of city appearance and environmental sanitation. Ninth strict control of electronic display advertising facilities. Electronic display advertising facilities shall meet the following requirements in addition to the provisions of Article 8 of these regulations:
(a) no sign shall be set within 50 meters of the sight triangle at road intersections and road traffic directions;
(2) No sound shall be played;
(three) set in the business district, the night brightness shall not exceed one thousand Candeira/square meter; Set in other areas, the night brightness shall not exceed four hundred Candeira/square meter;
(4) Only public information electronic display devices can be set in the restricted area;
(5) The opening time shall not be earlier than 7: 30, and the closing time shall not exceed 22: 30. In case of major festivals or important activities, the people's governments of cities and counties (cities) may make appropriate adjustments and announce them to the public.
