Is this electric car a motor vehicle or a non-motor vehicle?
Electric vehicles are non-motor vehicles, mopeds, not motor vehicles.

Paragraph 4 of Article 119 of the Road Traffic Safety Law stipulates that non-motor vehicles refer to vehicles driven by human or animal power and running on the road, as well as motor wheelchairs, electric bicycles for the disabled and other vehicles driven by power devices, but the designed maximum speed, empty weight and overall dimensions meet the relevant national standards.

Common electric vehicles, electric motorcycles and other "electric bicycles" that exceed the standard have a maximum design speed of more than 20 kilometers per hour. According to the Technical Conditions for Motor Vehicle Operation Safety, no matter what driving mode is adopted, as long as the maximum design speed listed in its technical parameters exceeds 20km/h, it can be considered as a moped; If the maximum design speed exceeds 50km/h, it can be identified as a motorcycle. Therefore, these vehicles are not non-motor vehicles, but motor vehicles.

Meet the standards for electric vehicles:

The current standard stipulates that the maximum speed of electric bicycles should not exceed 20km/h, the total weight of electric vehicles should not exceed 40kg, and the total weight of some electric vehicles should not exceed 70kg. Electric bicycles must have pedal function, that is, they can be driven by human power.

It is worth mentioning that the speed limit of electric vehicles is mainly due to safety considerations. If the speed of electric bicycle is too fast, it will directly increase the probability of traffic accidents. In case of emergency, it takes a short time to make corresponding avoidance actions, and the braking distance will be longer.
