For each additional year of service, the per capita disposable income of urban residents in the province will increase by 80% in the previous year.

The "Opinions" clarify that in terms of employment services, the central government must come up with a recruitment plan of not less than 5% to recruit retired soldiers when recruiting or hiring personnel in Gansu enterprises and provincial state-owned enterprises, state-holding enterprises and enterprises dominated by state-owned capital. City and county-level logistics service-oriented institutions should take out a large number of vacancies of 20% for targeted recruitment of retired soldiers who meet the post conditions. Retired soldiers who apply for civil servants and institutions are given priority (employment) under the same conditions. The employing unit shall sign an open-ended labor contract for retired soldiers who have been in length of military service for more than 10 years.

In terms of education and training, the Opinions clarify that retired soldiers who voluntarily sign up for vocational education and skills training within 1 year will enjoy the preferential policy of "three exemptions and one subsidy". Retired soldiers apply for adult colleges and universities and take the national postgraduate examination within 3 years of retirement, with a total score of 10. During the service period, the retired soldiers who won the second class merit or were awarded the honorary title by the units above the military region will be given 20 points (limited to literature and history, science and engineering candidates) on the basis of the total score of the unified entrance examination for ordinary colleges and universities. However, under the same conditions, college students should be given priority to apply for graduate students after retirement. In addition, retired soldiers admitted to full-time colleges and universities (including those who have returned to school) enjoy a tuition subsidy of up to 6,000 yuan per student per academic year. If the tuition fee payable is less than 6000 yuan, the subsidy will be given according to the amount of the fee.

Retired soldiers who participate in the basic old-age insurance, basic medical insurance and unemployment insurance for employees of urban enterprises at the same time, their active service years are regarded as the payment years, which are combined with the actual payment years and enjoy the corresponding social insurance benefits. Rural land contracted by rural retired soldiers through household contract before joining the army shall not be illegally recovered or forcibly transferred during the contract period.
