Sign up at Yuyao Vehicle Management Office, next to Xianqiao Gas Station on Xinjian North Road. The registration fee and photo fee are around 780 yuan. Both the theoretical examination and the venue examination are in the traffic safety school near the East Bus Station. Theoretical exams can be downloaded online (Baidu once). If you own a car, you can study at their place, but you can practice at home.
