In order to thoroughly implement the spirit of the Eighth Provisions of the Central Committee, implement the requirements of strictly administering the Party in an all-round way, and prevent party member and state functionaries from doing great things and taking the opportunity to collect money, according to the Regulations on Integrity and Self-discipline of the Party in China, the Regulations on Disciplinary Actions of the Party in China, the Civil Service Law of People's Republic of China (PRC), and the Interim Measures of the Municipal Commission for Discipline Inspection on Regulating the Matters of Wedding, Funeral and Celebration of party member and State functionaries, combined with the actual situation of our county.

Article 2 party member mentioned in these Detailed Rules includes party member and party member; State functionaries include those who engage in official activities in organs of the National People's Congress, administrative organs, organs of the Chinese People's Political Consultative Conference, judicial organs, procuratorial organs, people's organizations and state-owned enterprises and institutions (including those who have retired from their current posts but have not yet gone through retirement procedures).

Article 3 party member and state functionaries shall adhere to thrift, hard work and simplicity, and handle weddings, funerals and celebrations diligently, and oppose extravagance and waste.

Article 4 party member and state functionaries shall not handle engagement, full moon, birthday, housewarming, further studies and other festive matters other than weddings, funerals and celebrations. If necessary, the invited participants shall not exceed the scope of close relatives (including spouses, lineal blood relatives, collateral blood relatives within three generations and close in-laws).

Fifth party member and state staff to participate in weddings, funerals and celebrations organized by irrelevant personnel, the accompanying gift money shall not exceed 300 yuan.

Article 6 party member and state functionaries who participate in weddings, funerals and celebrations shall strictly implement the prohibition of drinking at noon on weekdays.

Seventh for weddings, funerals and celebrations to implement the examination and approval system, take the initiative to accept the supervision of organizations and the masses. Many people in the same family apply these rules to the same thing, and the person with the highest position submits them for approval.

All units in the county, party member and state staff, handle weddings, funerals and celebrations with the approval system. To handle weddings, funerals and celebrations, it should be approved by the relevant discipline inspection and supervision organs seven working days in advance, explain the handling matters, time, place, number and scope of invitees, and promise to abide by relevant disciplines. The main leaders of each unit should review and sign the matters submitted for approval by their own personnel, and strictly implement the leadership responsibilities. For reports of weddings and funerals, a list of gifts, a list of dishes and a list of settlement shall be submitted in writing to the corresponding discipline inspection and supervision organs for the record within 5 days after the event. If fraud is found in the filing information, it will be dealt with according to the rules and regulations.

If it is too late to handle the wedding, funeral and celebration due to special circumstances, it is necessary to make an oral report to the Supervision Committee of the County Commission for Discipline Inspection in advance, and fill in the Report Form for Handling Wedding, Funeral and Celebration and the Application Form for Handling Wedding, Funeral and Celebration within 5 days afterwards, and attach a written report to explain the reasons for not reporting in time.

County cadres handle weddings, funerals and celebrations for approval to the county commission for discipline inspection; Generally, the cadres and workers in party member, a county-level unit, report to the discipline inspection and supervision group of the stationed unit for approval, and each discipline inspection and supervision group summarizes it once a month, and the summarized data is reported to the Party Style and Political Style Supervision Office of the County Commission for Discipline Inspection and Supervision for future reference; Township (street, convenient service center) party member cadres generally go to the township (street) discipline (industry) Committee for approval.

The Supervisory Committee of the County Commission for Discipline Inspection will conduct spot checks in combination with various forms such as prior approval commitment, in-process inspection, after-the-fact report and report.

Article 8

Party member and state staff should strictly control the scale of weddings, funerals and celebrations, and the number of banquets should not exceed 200 (20 tables) in principle. If both parties jointly hold a wedding banquet in the same city, the number of banquets shall not exceed 300 (30 tables) in principle. If there are special reasons to increase the number of people, it must be accompanied by a written explanation at the time of examination and approval, and it can only be handled after the approval of the county commission for discipline inspection. Banquet menu label shall not exceed 1200 yuan per table. The principle of using cigarettes should not exceed 300 yuan/bar, and the principle of using wine should not exceed 300 yuan/bottle.

Article 9 party member and state functionaries shall strictly implement the "Ten Prohibitions" when handling weddings, funerals and celebrations.

1. It is strictly forbidden to break through the specified scale and quantity in disguised form by means of batches and multiple locations;

2. It is strictly forbidden to accept gifts in disguised form by charging more and recording less, changing the gift book or setting up a gift account without permission;

3. It is strictly forbidden to use buses, public property, public funds and red envelopes and gifts in the name of the unit;

4. It is strictly forbidden to use the name of the unit and the office phone to send notices indiscriminately;

5. It is strictly prohibited to set off fireworks, sprinkle street lamps, set painted doors and other behaviors that affect public safety and environmental sanitation in violation of regulations in wedding, funeral and festive activities;

6. It is strictly forbidden to invite management service objects to participate;

7. It is strictly forbidden to reimburse expenses in this unit or units related to their own work or in disguised form;

8. It is strictly forbidden to affect normal official activities and the normal working order of this unit;

9. It is strictly forbidden to engage in vulgar activities and feudal superstitious activities that are detrimental to social morality. Party member cadres should take the lead in conducting funerals in a civilized way and simply do funerals;

10. extravagance and waste, extravagance and waste, and taking the opportunity to collect money are strictly prohibited.

Tenth party member and state staff in any of the following circumstances, will be in accordance with the cadre management authority to organize investigation and verification.

(a) received a report;

(two) supervision and inspection found that there is a violation of the rules of fourth, fifth, sixth, seventh and eighth;

(3) Making a fuss about weddings, funerals and celebrations, causing adverse effects, or taking the opportunity to collect money.

Article 11 party member and state functionaries who fail to declare or truthfully report wedding, funeral and celebration matters without justifiable reasons shall be given admonishing conversation, organizational treatment or disciplinary action depending on the circumstances. Those who neither report nor violate the regulations should be dealt with severely.

Article 12

Party organizations in all units should shoulder the responsibility of strictly administering the Party in an all-round way and strengthen the education, supervision and management of party member and state functionaries. Discipline inspection and supervision organs should strengthen the accountability of supervision and discipline, and strengthen the supervision and inspection of weddings, funerals and celebrations organized by party member and state staff. Violation of regulations, the implementation of "double investigation of a case", shall be investigated for the main responsibility, supervision responsibility, leadership responsibility and party organization responsibility.

Thirteenth units should organize all cadres of the unit to seriously study and publicize these rules through various forms, and implement them.

Fourteenth rural party member cadres with reference to these rules.

Fifteenth towns (streets, convenience service centers) in accordance with these rules specifically guide the villages to improve the village rules and regulations, and advocate the wedding.

Sixteenth these rules shall be interpreted by the Zizhou County Commission for Discipline Inspection and the Zizhou County Supervision Committee.

Seventeenth these rules shall come into force as of the date of issuance. Where the original provisions are inconsistent with these rules, these rules shall prevail.
