The contents of the "Notice" include that for owners suspected of inciting collective price increases and maliciously speculating on housing prices, the network management department and relevant departments will promptly interview the parties; Real estate management and other departments have suspended the online signing procedures of related second-hand houses and taken measures to restrict their buying and selling of houses. Without legal procedures in the civil affairs department registration, without authorization in the name of social organizations to carry out housing price guidance activities, verified by the civil affairs department shall be banned according to law. If information such as false housing and false housing prices is published on the online platform, and housing prices are maliciously driven up, relevant departments such as network information management and market supervision and management will investigate and deal with it according to law.
The Notice requires that real estate intermediaries should abide by professional ethics and provide professional advice and reasonable suggestions for buyers and sellers of houses. It is strictly forbidden for real estate intermediaries to participate in malicious speculation on housing prices or to act as agents for houses suspected of malicious speculation on housing prices. It is forbidden for real estate brokerage agencies to publish information about houses that have not been delivered or have not yet obtained property certificates. It is forbidden for real estate brokers to publish false listing information. The real estate management department will cancel the online signing authority of real estate brokerage agencies involved in driving up housing prices and include them in the industry "blacklist".
In addition, it is strictly forbidden for real estate development enterprises to drive up housing prices. Illegal acts such as hoarding, increasing sales, and compulsory tying shall be investigated and dealt with by the relevant competent departments according to law.
