I. General requirements

Coordinate the simultaneous development of industrialization, informatization, urbanization and agricultural modernization, and promote the coordinated development of cities and towns and the integrated development of industrial cities and towns. Coordinate the reform of the household registration system and related economic and social fields, reasonably guide the orderly transfer of agricultural population to cities and towns, and promote the urbanization of urban permanent population in an orderly manner.

2. Unify the urban and rural household registration system, cancel the distinction between agricultural registered permanent residence and non-agricultural registered permanent residence, and register it as a resident account.
3. Fully implement the residence permit system, so that urban permanent residents who do not have the conditions to settle down or have no intention to settle down can enjoy the treatment of citizens.
4. Improve the basic information base, based on the provincial population information base, build a basic information base with the permanent population and its related information as the core, and provide platform support and technical support for the full coverage of the permanent population service management.
5. Expand the coverage of basic public services, and steadily promote urban basic public services such as compulsory education, employment services, basic old-age care, basic medical and health care, and housing security to cover all permanent residents.

At the same time, combined with their children's years of continuous schooling in the local area, they gradually enjoy the qualifications of their children to take the senior high school entrance examination and college entrance examination in the local area. The holder of the residence permit shall fulfill the civic obligations stipulated by the state, such as military service and participation in militia organizations.

4. Deepen the reform of urban and rural old-age insurance system and accelerate the process of unifying the old-age insurance system for urban and rural residents. Integrate the medical insurance system for urban and rural residents in accordance with the unified national arrangements. We will fully implement the policy of linking urban and rural old-age insurance, farmers who have settled in cities to participate in old-age insurance, the transfer of migrant workers' medical security relations and the immediate settlement of medical treatment in different places, and fully integrate farmers who have settled in cities into the urban social security system.
5. Improve the social assistance system with the subsistence allowance system as the core, and promote the coordinated development of urban and rural social assistance. Land-expropriated farmers and families of migrant workers who have lived in cities and towns for more than a certain number of years and meet the requirements set by the government at or above the county level may apply for the urban minimum living allowance. Other rural residents who have lived continuously in cities and towns and participated in social insurance for more than a certain period of time and meet the conditions stipulated by the government at or above the county level in their place of residence will gradually enjoy the urban minimum living allowance, and the rural "five guarantees" will gradually enjoy the urban "three noes" treatment.
6. Incorporate farmers who have settled in cities into the urban housing security system, and adopt various ways to ensure the basic housing needs of the agricultural transfer population. Housing assistance will be given to families with minimum living security who meet the prescribed standards and have difficulties in settling down in cities, as well as poor people who are scattered in support. Improve the urban and rural planning system, pay attention to improving the comprehensive carrying capacity of the city, reasonably determine the urban population scale, and ensure the demand for urbanization population transfer in urban and rural planning at all levels.
