First, the "three things" of weddings and funerals. In accordance with the principle of "who sponsors, who is responsible, who undertakes, who is responsible, who is in charge, who provides the place and who is responsible", we strictly control all kinds of party activities such as weddings and funerals, and vigorously advocate "postponing weddings, simplifying funerals and stopping banquets". If it is really necessary, try to reduce the scale and persuade people outside the county, the city and the province not to come unnecessarily. The first is to advocate "late marriage". From now on, the wedding activities will be postponed. If the date of diagnosis cannot be postponed, it is necessary to strictly limit the number and scale, simplify the complexity and procedures, take necessary prevention and control measures, and resolutely prevent people from gathering and cross-infection. The second is to advocate "simple burial". Adhere to the principle of simplicity, the funeral should be done quickly and simply, and it must be carried out under the arrangement of the Red and White Council, strictly control the scope of personnel, reduce the scale of funeral treatment, and take necessary protective and preventive measures. Simplify funeral ceremonies, reduce party time, advocate one-day completion, and prohibit group dinners. The third is to advocate "closed banquet". Diners should keep a certain distance and take measures such as separate meals, simple meals and wrong meals. The township food safety office is responsible for filing, and the village coordinator carries out inspection. The third is to kill health management. Strengthen the cleaning, ventilation and disinfection of key places such as wedding and funeral venues, rest areas, reception areas, public toilets and van elevators, spray or wipe chlorine-containing disinfectants on high-frequency contact surfaces, mop indoor floors, and keep the environment clean and tidy.
Fourth, implement the "three transformations" of responsibilities. The first is to compact political responsibility. Implement grid management at the county, township and village levels, and establish and improve the responsibility system of industry guidance, territorial management and subject responsibility. Civil affairs, public security, agriculture and rural affairs bureau, medical insurance, municipal supervision and other departments shall, according to their respective functions and duties, supervise and guide the weddings, funerals and festive banquets in towns and villages, and towns shall take overall responsibility for the prevention and control of the epidemic situation of local weddings, funerals and festive banquets. Units or village committees hosting banquets should conscientiously fulfill the main responsibility of epidemic prevention and control, and families and individuals hosting banquets should take the initiative to reduce the scale and strictly implement the requirements for epidemic prevention and control of dinner activities. The second is to compact the regulatory responsibility.
