The origin of National Hearing Day: Hearing and language are important means for humans to communicate with each other and understand the world. However, the haze of ear diseases and hearing impairment has plagued humans. According to estimates by the World Health Organization, there are nearly 600 million people with mild hearing loss and 250 million with moderate or above hearing loss in the world.

There are 20.57 million hearing-impaired disabled people in my country, ranking first among all types of disabilities, accounting for 16.79‰ of the national population. Among them, there are up to 800,000 deaf children under the age of seven, and 30,000 new deaf children will be born every year. Yu Ming.

There are 9.49 million people with presbycusis. As the life span of the population increases and the population ages, the number of people with presbycusis continues to increase. Hearing impairment seriously affects the social interactions and personal quality of life of these people.

The factors leading to deafness include ototoxic drugs, heredity, infection and disease. The number of people who are deafened due to environmental noise pollution and accidents is gradually increasing. This large group of disabled people with special difficulties has attracted great attention from the whole society, especially the health department.

Some cities across the country have established guidance groups for deafness prevention, carried out epidemiological surveys on deafness, actively expanded cooperation areas with the World Health Organization and other international organizations, and carried out extensive academic exchanges.

The "Clinical Use Standards for Commonly Used Ototoxic Drugs" issued by the Ministry of Health will play an important role in strengthening the management of the use of deafness drugs and reducing the occurrence of hearing and speech disabilities. In January 1998, the Ministry of Health , the Ministry of Education, the Ministry of Civil Affairs, the All-China Women's Federation, the China Disabled Persons' Federation and other relevant units' leaders, as well as well-known experts in the audiology and special education circles in Beijing held discussions.

Everyone unanimously recommended that the Ministry of Health should take the lead to establish a national "Ear Care Day" as soon as possible, strengthen social publicity, and popularize knowledge on deafness prevention and rehabilitation to reduce the occurrence of deafness.

In March 1998, at the first meeting of the Ninth National Committee of the Chinese People’s Political Consultative Conference, 15 members of the Social Welfare Group responded to the reality that deafness has a high incidence, large number, great harm, and weak prevention in my country. Proposal No. 2330 "Recommending the Establishment of Publicity Activities for Ear Care Day" was put forward.

This proposal attracted great attention from relevant departments. After unanimous agreement among 10 departments including the China Disabled Persons' Federation and the Ministry of Health, March 3rd of each year was designated as National Ear Care Day. In March 2000, the first National Hearing Day Symposium was held in the Great Hall of the People in Beijing. The theme of the first National Hear Care Day is: "Preventing Deafness Caused by Ototoxic Drugs."

In 1999, the National Rehabilitation Office for Disabled Persons under the Human Resources and Work Coordination Committee of the State Council officially included my country's "Ear Love Day" activity in the 1999 annual work plan.

Then, the China Disabled Persons’ Federation, the Ministry of Health, the Ministry of Education, the Ministry of Civil Affairs, the All-China Women’s Federation, the National Family Planning Commission, the State Administration of Quality and Technical Supervision, the State Drug Administration, and the National Radio and Film Ten ministries, commissions and bureaus including the General Administration of Television and the China Association on Aging have jointly determined March 3rd each year as the national "Ear Love Day".

In 2000, the first national "Ear Care Day" publicity and education campaign was successfully launched in the capital and provincial capital cities. The Ministry of Health and the China Disabled Persons' Federation issued the "China Action Plan to Improve the Quality of the Born Population and Reduce Birth Defects and Disabilities (2002-2010)".

Requires “to popularize scientific knowledge on prevention and disability in the whole society, strengthen comprehensive prevention and treatment measures such as pre-marital health care, maternal health care, infant health care and early intervention, to prevent and reduce the occurrence of birth defects and disabilities. "Experts have demonstrated that if the "Ear Love Day" activity can be implemented, drug-induced deafness in children under 7 years old can be reduced by at least 10,000 to 20,000 every year.

Since the establishment of the National "Ear Love Day" in 2000, publicity on deafness prevention and the national awareness of ear love have been improved, but the intensity of science popularization is not enough. Therefore, the theme of my country's Hearing Day in 2004 was determined to be "Deafness Prevention Enters the Community". It aims to take advantage of the dense community population and rapid spread, and publicity and education has the advantage of getting twice the result with half the effort.

To enable people to truly understand the importance of daily health care and regular life to physical health. Strengthening the prevention and treatment of ear diseases does not happen overnight, nor is it just an activity of the Ministry of Health or the Disabled Persons' Federation. It is closely related to the lives of our people and requires the unremitting participation and support of the whole society for many years.
