Su Zhan is from Fangshan, Beijing. After the founding of People's Republic of China (PRC), he served as Secretary of the Secretariat of the CPC Central Committee, Commissioner of Ningbo, Mayor of Ningbo and Secretary of the Secretariat of the CPC Central Committee.
Li Pinru, a native of Xintai, Shandong Province, went south to Zhejiang in March199, and in July195, he served as the first deputy secretary and mayor of Ningbo Municipal Committee.
