Natural forest regeneration in the three northeastern provinces is divided into two levels and eight categories.

Woodland is divided into two grades; Among them, the first level is divided into 8 categories, including woodland, sparse woodland, shrub land, unformed afforestation land, nursery land, standing woodland, suitable woodland and auxiliary production woodland. Woodland refers to the land where trees, bamboos and shrubs grow along the coast and the land where mangroves grow. Including the trace land, excluding the green forest land within the scope of towns and villages, the trees within the scope of railways, highways and land acquisition, and the dike forests of rivers and ditches. Forest resources are owned by the state, except those that are collectively owned by law. The ownership of state-owned forest resources shall be exercised by the State Council on behalf of the state. The State Council may authorize the competent department of natural resources in the State Council to uniformly perform the duties of the owner of state-owned forest resources. According to the different leading functions of forests, forests are divided into two categories: ecological public welfare forests and commercial forests.

Ecological public welfare forest is a forest with ecological and social benefits as its leading functions. It mainly includes: water conservation forest, soil and water conservation forest, windbreak and sand fixation forest, farmland protection forest, road protection and bank protection forest and other special forests, such as national defense forest, experimental forest, mother forest, environmental protection forest, scenic forest, historical sites and revolutionary memorial forest, nature reserve forest, etc. Commercial forest refers to forests and trees whose main business purpose is to produce wood, fuelwood, dried and fresh products and other industrial raw materials, including timber forests, economic forests and firewood forests. Among them, public welfare forests are divided into key public welfare forests and general public welfare forests, and commercial forests are divided into key commercial forests and general commercial forests.
