The basic purpose of the Nurses Ordinance is to promote the development of nursing and ensure medical safety and human health.

The promulgation of the first law to protect nurses' labor rights and interests in China, the Nurses' Regulations, has built a strong legal guarantee for protecting nurses' legitimate rights and interests, so that nurses can have a legal basis to defend their rights.

The "Regulations" grasp the following three points in the overall thinking:

Measures for the Administration of Nurses in People's Republic of China (PRC)

Article 1 These Measures are formulated to strengthen the management of nurses, improve the quality of nursing, ensure the safety of medical care and protect the legitimate rights and interests of nurses.

Article 2 The term "nurse" as mentioned in these Measures refers to the nursing professional and technical personnel who have obtained the "People's Republic of China (PRC) Nurse Practice Certificate" and registered in accordance with the provisions of these Measures.

Article 3 The state develops nursing, promotes the development of nursing disciplines, strengthens the construction of nurses, and attaches importance to and exerts the role of nurses in medical treatment, prevention, health care and rehabilitation.
