Because compared to Changan, Kaifeng is more suitable. When it comes to choosing a capital, before the Song Dynasty, everyone must have thought more of Chang'an. That was the place where the emperor should sit in the true sense, and it was orthodox. But in the Song Dynasty, they did not choose to continue to make Chang'an the capital. Instead, they chose Kaifeng. Of course, there was a reason for this. Zhao Kuangyin had no choice, otherwise he would really be willing to follow public opinion and choose Chang'an.

Judging from Chang'an at that time, it was not suitable to become the capital again. Chang'an is located on the Guanzhong Plateau. It is surrounded by mountains. Strategically speaking, it is easy to defend but difficult to attack. It is indeed a very good Feng Shui place with a very high safety factor, so many dynasties like to make their capital here. However, this also has shortcomings. Due to its geographical location, Chang'an is not suitable for growing food in a large area. In addition, if Chang'an becomes the capital, it will definitely be the largest capital in the world. There will definitely be no shortage of people, and it will only become more and more popular. More and more are coming, which makes the already limited local food even more unsatisfactory. Moreover, after Chang'an has been the capital for many years, the soil has long been developed, and there is basically no fertility. It will definitely not be able to feed the people. Therefore, even in history, after the population of Chang'an reached a certain number, they would start to move toward Luoyang in order to relieve the pressure.

From the perspective of infrastructure, it is better not to go to Changan. Because Chang'an has gone through so many dynasties, the infrastructure is not as good as before, and if the Song Dynasty wanted to rebuild the infrastructure, it would have to spend a lot of money, which was not a small amount of money. In comparison, although Kaifeng's infrastructure is average, it certainly doesn't cost as much as Chang'an. Moreover, Chang'an is the old capital of the previous dynasty. The new dynasty definitely does not want to have the shadow of the previous generation. To put it bluntly, it does not want to be destroyed like the previous generation.

Geographical location is also a big factor. Chang'an was on the south side and Kaifeng was on the south side. The Song Dynasty didn't want to face so many wars, so it naturally had to choose as far away from the border as possible.
