According to Xinhua News Agency reported on August 25th, a major fire broke out in the coal mine in Zaozhuang City, Shandong Province on July 6th, which killed 28 miners and killed three rescue workers in the line of duty. After preliminary investigation, it was found that the air compressor (commonly known as "compressor") that caused the fire was actually a three-no product from the second-hand market.

It has been confirmed by many parties that the blower that caused the accident came from a flea market in northern Jiangsu, and the operator who sold the equipment to the coal mine was Li Yancheng, a native of Hangzhuang, Zouwu Town, Xuecheng District.

According to Li Yancheng's wife Zhou Ping, her husband has been engaged in scrap metal business for many years in the second-hand steel market in Qicun, and has a special trade license to operate waste equipment in mines.

Liu Yong, deputy director of Xuecheng Branch of Zaozhuang Public Security Bureau, who was in charge of detecting the case, said that there is a large-scale second-hand mineral products market in Lin Bao Village of Xuzhou City, and Li Yancheng often buys goods. In 2009, after seeing this compressor in Lin Bao Village, Li Yancheng agreed with the merchant to find a buyer at a price of 22,000 yuan. Later, Li Yancheng made a deal with Shaoping Wang, the manager of the coal mine, for 42,000 yuan. Li Yancheng also arranged for two workers to polish and paint the air compressor and send it to the mine the next day.

Two suspects in Lin Bao Village confessed that the equipment and a piece of scrap steel came from Shaanxi and were purchased in the name of scrap steel at a price of 2,000 yuan per ton.

Be wary of confessions of Wang Dongliang, vice president of coal mine mechanical and electrical equipment. At that time, there was no nameplate on this equipment, not to mention the three most important acceptance certificates of mining products: safety sign certificate, mining certificate and explosion-proof certificate. In order to cope with the inspection, at the behest of Shaoping Wang, Yang Dewei, the chief of the mechanical and electrical department, forged three certificates. In this way, a "three noes" product sold several times from the second-hand market entered the coal mine, which eventually triggered a serious underground fire accident that should not have happened.

The case-handling personnel said that most of the air compressors in large coal mines under conventional management are located on the ground and will not cause underground fires; Qualified air compressor equipment will automatically stop running when the temperature reaches a certain level, and it is equipped with a pressure relief valve and operated by a full-time driver. In the coal mine accident, when the high temperature reached the critical temperature, the compressor did not stop automatically. Moreover, the operator was not at the scene at that time and did not put out the fire in time, which led to the fire getting out of control.

The suspect was arrested.

On August 5, eight suspects related to the accident compressor were arrested. These eight people are Wang Yongguo and Wang Fayuan, second-hand dealers in Lin Bao Village, Xuzhou City; Li Yancheng, a second-hand dealer in Zouwu Town, Zaozhuang City; Wu Xingqiang, compressor dealer in Zaozhuang City who issued the invoice; Shaoping Wang, mine manager; Guo Chuanzeng, Deputy Director of Electromechanical Industry; Wang Dongliang, Vice President of Electromechanical Industry; And Yang Dewei, the chief of mechanical and electrical department.

In Li Yancheng's factory, there are still three second-hand air compressors with a displacement of 6 cubic meters that have not been sold. In the neighboring merchant factories, old equipment such as ground wheels and winches for coal mines can be seen everywhere.

Bian Yubao, director of the Qicun Town Business Park Management Committee, who manages this market, said that there are more than 30 merchants here, most of whom are engaged in the recycling and sales of productive waste materials, both scrap iron and scrap iron, and also processed and reused. Some electromechanical people from the nearby coal mine often come here.

Some interviewees said that the supervision of abandoned mining equipment exposed in this accident can not be ignored, and it is necessary to strictly investigate the problem of "three no equipment" flowing into production links in coal mines and non-coal mines. How many similar second-hand markets for mining equipment are there, how many equipments have been refurbished and re-flowed into the production field, and whether they have been effectively supervised is urgently needed to be traced.
