Chapter I General Principles
Article 1 This construction standard is formulated to meet the needs of the construction of clean operating departments in hospitals, the requirements of medical development and scientific and technological progress, and the improvement of investment benefits.
Article 2 This construction standard adopts the clean operating department project newly built or rebuilt in the hospital and the clean operating room and its affiliated rooms project built in the non-clean operating department (area). General operating department (room) with ventilation and air conditioning can be implemented with reference.
Article 3 The construction of clean operating department must comply with the national laws and regulations on economic construction and health undertakings, and conform to the relevant hygiene standards and current clean technical standards.
Article 4 The construction of clean operating department should adhere to the principle of comprehensive achievement, pay attention to air purification treatment, strengthen the protection of operating area, follow the principle of practicality and economy, be in line with international standards, and avoid one-sided pursuit of show. Article 5 The construction of clean operating department shall comply with the current relevant national standards, norms and regulations in addition to the implementation of this construction standard.
Chapter II Scale and Composition of Clean Operating Department
Article 6 The clean operating department of a hospital consists of clean operating rooms and auxiliary rooms, and can be built into an independent functional area centering on all clean operating rooms and including necessary auxiliary rooms. It is also possible to build an independent functional area with some clean operating rooms as the center, including necessary auxiliary rooms, and coexisting with the general operating department (room)
Article 7 All kinds of clean rooms in clean operating department should be classified according to their bacterial concentration and air cleanliness level under empty or static conditions according to table 1.

Eighth different levels of clean operating room applicable scope of operation is as follows:
First-class special clean operating room: suitable for joint replacement surgery, organ transplantation surgery and aseptic surgery in brain surgery, heart surgery, gynecology and other operations;
Class II standard clean operating room: suitable for thoracic surgery, plastic surgery and urology; A sterile operation in hepatobiliary and pancreatic surgery, bone surgery, egg retrieval and support surgery and general surgery;
Class III and III general clean operating rooms are suitable for general surgery (except for class I surgery), obstetrics and gynecology and other operations;
Four or four quasi-clean surgical treasures; Suitable for anorectal surgery and pollution surgery.
Article 9 The auxiliary rooms of clean operating department include clean auxiliary rooms and non-clean auxiliary rooms, and the scope of application is as follows:
First-class clean auxiliary room: suitable for reproductive laboratories and other special laboratories that need aseptic operation;
Two, two clean transportation and auxiliary rooms; There is a room suitable for cardiopulmonary bypass perfusion preparation;
Three. Three-level clean auxiliary rooms; Suitable for storage rooms, nurse stations and clean corridors for hand brushes, surgical preparations, sterile dressings and instruments, disposable articles and precision instruments;
Four. Class Ⅳ clean auxiliary rooms: suitable for quasi-clean places such as recovery rooms and clean corridors;
5. Non-clean auxiliary rooms: suitable for doctors and nurses lounge, duty room, anesthesia room, frozen section room, darkroom, teaching room and family waiting room, shoes changing, clothes changing, bathroom, air conditioning purification and other equipment rooms.

(1) The clean area and the non-clean area connected with it should maintain a positive pressure of not less than 10Pa, and the outdoor area or the area directly connected with the outdoor area should maintain a positive pressure of not less than 15Pa, and all extrusion differences should not be greater than 30Pa.
(2) There is no door between the brushes or it is located in a clean corridor, and the minimum static pressure is greater than zero.
(3) The design values of air exchange times and average cross-sectional wind speed should be within the range in the table.
(4) The extreme ideal temperature in winter is not lower than the lower limit in the table, and the ideal temperature in summer is not higher than the upper limit in the table.
⑤ For rooms whose names are not listed in Table 2, the index value can be determined by referring to rooms with similar purposes.
⑤ Rooms with special requirements for technical indicators such as items, values and accuracy should be designed according to actual needs.
Article 11 The number, area and air cleanliness grade of clean operating rooms in the clean operating department shall be determined according to the nature, scale, grade and financial resources of the hospital. For general hospitals, when it is necessary to build Class I clean operating rooms, the number of such clean operating rooms should not exceed 15% of the total number of clean operating rooms, at least L; When conditions permit, L-level negative pressure clean operating room can be set as needed. For specialized hospitals, the number of specially clean operating rooms should be determined according to actual needs.
Article 12 The clean operating room of the clean operating department is divided into four levels according to Table 3. The net area of clean operating rooms of all sizes should not exceed the specified value in Table 3, and there should be specific technical instructions when it must be exceeded, and the exceeded area should not be greater than 25% of the maximum net area in Table 3.

Chapter III Architecture
Thirteenth clean surgery in the hospital site, should be far away from high pollution sources, and located in the windward side of the city or region; When there are two dominant wind directions, and the two dominant wind directions are the closest, the position of clean operation department should be determined opposite to the wind direction with the smallest wind frequency among all wind directions.
Fourteenth clean operating department should not be located in the first floor and the top floor. When it is located on the next floor of equipment (excluding large refrigeration units), effective waterproof, vibration-proof and sound-proof measures must be taken.
Article 15 A buffer room with an area of not less than 3m2 should be set between the clean area and the non-clean area, and its cleanliness level should be the same as that of the side with high cleanliness and should not be higher than 1000. Logistics should have a delivery window. Partition doors should be set between areas with different air cleanliness grades in the clean area.
Article 16 The internal plane layout and channel form of the clean operating department shall conform to the principle of short functional flow and clear purification. Generally, one of the exhaust terminal layout, central layout, lateral layout or circular layout can be selected. Single channel can be used for in-situ disinfection and packaging of pollutants, otherwise double channel can be used for cleaning and separation of pollutants; Multi-channel can be used when there are shunt conditions; When there is an veranda, the veranda should be designed as a clean corridor.
Seventeenth clean operating room clear height should be 2.8-3 meters. ..
Eighteenth people and goods elevators should not be located in clean areas. If it must be located in a clean area due to conditions, a buffer room must be set at the exit.
Nineteenth brush room should be decentralized, every 2-4 operating rooms set up a separate brush room. If conditions permit, the theater can also be located in a clean corridor.
Twentieth clean the floor of the operating department should use wear-resistant, corrosion-resistant, dust-free, easy to clean and anti-static materials. Generally, cast-in-place terrazzo floor, embedded copper bar, coating and coiled material floor can be used.
Twenty-first clean operating room wall should use dust-free, flat, easy to clean materials. Generally, integral or assembled wallboard can be used, and large tiles or paint can be used in clean rooms below level 4 (excluding).
Twenty-second clean operating room door width should not be less than 0.4m, appropriate uses electric suspension automatic sliding door with automatic delay closing device.
Twenty-third clean operating room and I, II clean auxiliary rooms should not be equipped with external windows, III, IV clean auxiliary rooms can be equipped with double closed external windows.
Chapter IV Basic Equipment of Clean Operating Room
Article 14 The configuration of basic equipment (excluding special mobile medical instruments and equipment) related to the plane layout and building installation of the operating room in a clean operating room shall meet the requirements in Table 4.

Chapter V Air Conditioning and Air Purification
Twenty-fifth clean surgery Baoying and auxiliary rooms have been equipped with clean air conditioning system; Each clean operating room should adopt an independent clean air conditioning unit, and 2-3 Class III and IV clean operating rooms are allowed to share a system, all of which adopt self-circulating return air; Fresh air can adopt centralized air supply system; The exhaust system shall be set independently.
Twenty-sixth clean air conditioning system should be equipped with at least three levels of air filtration. The first stage air filtration should be set at the fresh air outlet, the second stage air filtration should be set at the positive pressure section of the system, and the third stage air filtration should be set at or near the air supply terminal.
Twenty-seventh quasi-clean operating room can use sub-high efficiency filter or high efficiency filter to purify fan coil unit or indoor closet to purify air conditioning unit, and ordinary fan coil unit or air conditioner shall not be used.
Twenty-eighth I, II, III clean operating rooms and I, II clean auxiliary rooms shall not be equipped with radiators, but radiation cooling plates can be used as on-duty heating. If the radiator is needed in the clean operating room of Grade IV and the auxiliary rooms of Grade I and IV, it should be of a type that is difficult to accumulate dust and easy to clean, and equipped with a protective cover. The heat medium of radiator shall be hot water not higher than 95℃.
Article 29 Local centralized air supply should be adopted in the first, second and third clean operating rooms. The area of centralized air supply outlet, that is, the size of operation area, should be adapted to the operating room level. The first-level expansion should not be less than 6.2 (including head-specific expansion should not be less than 1.4m2), the fourth-level expansion should not be less than 4.6m2, and the third-level clean room should not be less than 3.6m2 .. According to needs, the auxiliary clean room can be equipped with local 100 area.
Thirtieth electrostatic air purification device shall not be used as the final purification facility for purifying air conditioning system, nor shall it be directly installed as an independent unit in clean operating room and clean auxiliary room.
Chapter VI Medical Gas, Water Supply and Drainage and Power Distribution
Thirty-first clean operating department must be equipped with oxygen, compressed air and negative pressure suction three styles and devices. When necessary, nitrous oxide (nitrous oxide is nitrous oxide), nitrogen, argon and waste gas recovery and discharge devices can also be set up. Medical gas must be stored for not less than three days. Clean operating room must have a set of standby medical gas terminal.
Thirty-second clean operating department water supply system should have two water inlets, should not have cold and hot water systems at the same time.
Article 33 The water quality supplied to the clean operating department must meet the drinking water standard; The water used for brushing hands should be disinfected; Hot water storage should have measures to prevent bacterial growth.
Thirty-fourth clean operating department should be equipped with straight fire hydrant water supply system and portable gas fire extinguisher. When the clean operating department needs an automatic sprinkler system, the sprinkler should not be located in the operating room. Smoke detectors should be installed in clean operating rooms. The technical mezzanine of clean operating department should be equipped with fire fighting facilities at the same time.
Thirty-fifth clean operating department must be equipped with two-way power supply that can be automatically switched from the power distribution center of its building.
Sixteenth clean operating room electricity should be separated from the auxiliary electricity, the main line of each operating room must be laid separately.
Article 37 The total power distribution load of medical equipment and devices in clean operating rooms shall not be less than 8kVA except meeting the design requirements.
