According to the data, during the period of 1994, the Ninth Party Congress of Jiangsu Province put forward the goal of building a well-off society and modernization in an all-round way in five or ten years, established three strategies: invigorating the province through science and education, economic internationalization and regional development, and clearly put forward the regional development strategy of "Northern Jiangsu has no well-off life and northern Jiangsu has no modernization". The provincial party committee believes that the original administrative area of Huaiyin City is too large, and it is difficult to give full play to the functions of the city with counties. Huaiyin has a population of more than 10 million, and they take eleven counties (cities) and two districts, which is too much. At that time, people called it a "small horse-drawn cart". At the same time, there are few central cities in northern Jiangsu, and the driving force is not strong. According to international and domestic experience, one of the important measures to accelerate economic development is to cultivate the growth pole of central cities. In order to promote the development of northern Jiangsu, the provincial party committee and government, after extensive listening to opinions, in-depth investigation and study, and repeated argumentation, decided to establish a prefecture-level Suqian city and cultivate a new regional central city in the hinterland of northern Jiangsu.
