The development and promotion of medical tourism products in Shanghai started in 2009. The Shanghai Medical Tourism Product Development and Promotion Platform held a media meeting on June 16, 2010, officially taking the step of China's entry into international medical tourism. About 200 people from various bureau committees of the Shanghai Municipal Government, various bureau committees of Suzhou and Wuxi, the U.S. Consulate in Shanghai, the California government, the insurance industry, tourism industry, venture capital institutions, and the media participated. As the core partner of this platform, Shanghai Tongji University School of Medicine and the University of California, Davis School of Medicine have established a joint venture in eight areas: clinical, teaching, scientific research, nursing, hospital management, public health, electronic medicine, and medical tourism. Shanghai Medical Tourism Products & Promotion Platform (SHMTPPP) adopts the Third Party Administration (TPA) model. TPA is a new model in current medical tourism services. It plays a core role in international trade in services. Its main tasks are to analyze and understand customer needs, provide guidance and training to medical service supply units in line with international standards, and complete pre-sales (product development, network) in the medical tourism workflow. Promotion, branding, marketing, medical service consultation, appointment software, telemedicine technical support, database, airport reception, translation, catering and accommodation, tours, etc.), after-sales (quality monitoring, satisfaction survey, foreign exchange settlement, service trade statistics, legal disputes etc.) related work, the medical services for the sales content are completed by the hospital. All overseas medical tourism companies operate under the TPA model, and all patients going overseas for medical treatment use TPA.
