Chapter II XI Luggage Transportation
Article 36 The luggage carried by the carrier shall be limited to the articles within the scope specified in Item 23 of Article 3 of these Rules. Baggage carried by the carrier is divided into checked baggage, self-care baggage and personal belongings according to the transportation responsibility. Important documents and materials, diplomatic envelopes, negotiable securities, currency, bills of exchange, valuables, fragile articles and other articles requiring special attention shall not be consigned. The carrier shall be liable for the loss or damage of the above items carried in the checked baggage according to the ordinary checked baggage. Prohibited articles, restricted transport articles, dangerous goods, and other articles with peculiar smell or easily polluting aircraft as stipulated by the state shall not be checked as baggage or sandwiched in luggage. The carrier may refuse to pick up the luggage or terminate the transportation at any time if he finds that there are articles in the luggage that cannot be transported as luggage or caught in the luggage before picking up the luggage or during the transportation. Passengers are not allowed to carry controlled knives on board. Sharp or blunt tools other than controlled knives should be checked with the checked baggage and cannot be carried with you.
Article 37 The checked baggage must be well packed, securely locked, able to withstand certain pressure, safely loaded, unloaded and transported under normal operating conditions, and meet the following conditions, otherwise the carrier may refuse to accept and transport it:
(1) Suitcases, travel bags and handbags must be locked;
(2) Two or more packages cannot be bundled into one package;
(3) No other items can be attached to the luggage;
(4) Bamboo baskets, net bags, straw ropes, straw bags, etc. Can not be used as the outer packaging of luggage;
(5) The name, detailed address and telephone number of the passenger shall be indicated on the luggage. The weight of each piece of checked baggage shall not exceed 50kg and the volume shall not exceed 40 (60 (100cm). Baggage exceeding the above requirements must be checked with the prior consent of the carrier. The weight of self-care luggage shall not exceed 10 kg, and the volume of each piece shall not exceed 20(40(55 cm). The weight of the articles carried by each passenger is limited to 5 kilograms. Passengers with first-class tickets can carry two items with them. The volume of each personal belongings shall not exceed 20 (40 (55cm). Carry-on articles exceeding the above weight, number of pieces or volume limit shall be checked as checked baggage.
Article 38 Free baggage allowance for each passenger (including checked baggage and self-care baggage): 40 kg for first class passengers, 30 kg for business class passengers and 20 kg for economy class passengers with adult tickets or children tickets. Passengers with baby tickets have no free baggage allowance. If two or more fellow passengers who arrive at the same destination on the same flight go through the baggage check-in formalities at the same time and place, their free baggage amount can be calculated according to their respective passenger fare levels. For the domestic leg of international transportation, the free baggage allowance of each passenger is calculated according to the free baggage allowance of applicable international routes. Article 39 Passengers must check their luggage with valid tickets. The carrier shall indicate the quantity and weight of the checked baggage on the passenger ticket and baggage ticket. The general carrier should pick up the luggage when the flight leaves the station for check-in procedures; If the luggage of group passengers is too much, or it needs to be checked in advance for other reasons, the time and place can be agreed with the passengers. The carrier shall hang the luggage tag on each piece of luggage checked by the passenger and issue the logo to the passenger. The self-care baggage agreed by the carrier should be combined with the checked baggage and weighed, and then handed over to the passengers to take care of themselves in the cabin, and the self-care baggage label should be hung on the luggage. Articles that do not belong to luggage should be checked as goods, not as luggage.
Article 40. Passengers' overweight luggage shall be transported on the same plane as passengers, provided that the weight of the plane they take allows. Passengers should pay for excess baggage. The excess baggage fee is calculated at 65438+ 0.5% of the economy class fare per kilogram, and the unit of the amount is RMB.
Article 41 For the sake of transportation safety, the carrier may inspect the luggage together with the passengers. When necessary, the inspection can be carried out in conjunction with relevant departments. If the passenger refuses to be inspected, the carrier has the right to refuse to transport the baggage.
Article 42 A passenger's checked baggage shall be transported on the same plane as the passenger. If it is impossible to transport on the same plane under special circumstances, the carrier shall explain to the passengers and give priority to the follow-up flights.
Forty-third passengers can apply for baggage declaration value when the value of their checked baggage exceeds RMB 50 yuan per kilogram. If the amount exceeds the limit specified in the first paragraph of this article, the carrier shall charge a declared value surcharge of 5% of the declared value of the passenger. The amount is in yuan. The declared value of checked baggage cannot exceed the actual value of the baggage itself. The maximum declared value of each passenger's luggage is RMB 8000. If the carrier disagrees with the declared value and the passenger refuses to accept the inspection, the carrier has the right to refuse to accept the consignment.
Article 44 Small animals refer to cats, dogs or other small animals kept by families. The transportation of small animals shall be handled in accordance with the following provisions:
Passengers must book or purchase tickets and provide animal quarantine certificates, which can only be checked with the consent of the carrier. Passengers shall transport small animals to the airport for check-in at the time specified by the carrier on the day of flight. Containers for transporting small animals shall meet the following requirements:
(1) can prevent small animals from damaging, escaping and sticking out of the container to hurt passengers, luggage or goods.
(two) to ensure air circulation, not to suffocate small animals.
(3) It can prevent excreta from overflowing, so as not to pollute aircraft, onboard equipment and other items. Small animals carried by passengers are not allowed to be transported in the cabin unless approved by the carrier. The weight of small animals and their containers shall be charged separately according to the standard of overweight baggage.
Article 45 Diplomatic envelopes shall be carried by diplomatic couriers and kept by themselves. According to the request of the diplomatic courier, the carrier can also check the luggage, but the carrier only bears the responsibility of checking the luggage in general. The luggage carried by diplomatic bags and diplomatic couriers can be weighed or spliced, and the overweight luggage shall be handled in accordance with the regulations on overweight luggage. When it is necessary to occupy a seat in the transportation of diplomatic bags, it must be put forward at the time of reservation and approved by the carrier. The weight limit of each seat of diplomatic bag shall not exceed 75 kilograms, and the size and weight limit of each piece are the same as that of luggage. There is no free baggage allowance for diplomatic bags occupying seats. Freight is calculated according to the following two methods, whichever is higher:
(1) Calculate the freight according to the actual weight of seats occupied by diplomatic bags and the rate of overweight luggage;
(2) according to the number of seats occupied by diplomatic bags. The freight is calculated according to the fare level of the ticket held by the diplomatic courier between the starting and ending points of transportation.
Article 46 If a passenger carries prohibited articles, restricted articles or dangerous articles stipulated by the state in his checked baggage, self-care baggage and carry-on articles, the whole piece of luggage is called illegal luggage. Provisions for handling illegal baggage are as follows:
(1) If illegal luggage is found at the place of origin, it shall be refused to be collected and transported; If you have already carried it, cancel the transportation, or take out the illegally carried goods for transportation, and the excess baggage fee will not be refunded.
(2) If illegal baggage is found at the station, it shall be stopped immediately, and the excess baggage fee will not be refunded.
(3) The prohibited articles, restricted articles or dangerous articles stipulated by the state carried in illegal luggage shall be handed over to the relevant departments for handling.
