After the Myanmar government nationalized all the mineral resources in the early 1960s, in order to stop the loss of tax revenue and make the scarce jade resources create more foreign exchange income for the country, the Jade and Jade Wool Fair was held on March 1964.
1. What is a public offering?
Public quotation refers to the seller's publicity of the goods to be traded in the market, so that people in the industry or the market can evaluate the lowest transaction price recognized in the market according to the material of the goods, and then the buyer bids on the basis of this price. In a sense, it is only the embryonic form of "auction" trading mode.
Second, what is an auction?
Auction refers to the transaction mode in which experts are organized by professional institutions to identify and identify the quality of auction items, and the reserved price of auction items is evaluated according to the market price method, and then bidders are organized to bid.
3. What are the similarities and differences between public offer and auction?
Similarities:
1 Estimate the reserve price of the item to be traded.
Organize buyers to bid on the basis of the reserve price.
Difference:
1 The public market only publicizes the commodities traded in the market, and does not need to identify and identify the commodities; The auction must be graded and appraised by experts, and the items that reach a certain level or have a certain value can become auction items.
The reserve price of public goods is only determined by industry or market negotiation, and the reserve price of auction goods is determined by expert scientific evaluation.
Public auction depends entirely on market rules, and auction must be organized and operated by qualified auction institutions and auctioneers. 4. How is the Burmese jadeite original stone wool coil made? The public auction of jadeite and jadeite wool in Myanmar not only retains the original state in the sense of public auction, but also absorbs some auction methods. According to Myanmar's jewelry law, all jadeite and jadeite wool (gems, pearls and other jewelry wool were added after 1995) mined from mining areas must be concentrated in Yangon for classification, grading, numbering and reserve price bidding, and the world-wide jewelry should be invited regularly or irregularly every year. In fact, it is a trading mode between public offering and auction.
Name of the male plate and quantity of jadeite wool on the male plate:
1. Myanmar Jewellery Exhibition: 1964, held once a year in March. As of March 2009, it has been held for 46 times. The jadeite wool that participates in the public auction accounts for about 2/5 of the total annual mining in Myanmar.
2. Myanmar Mid-term Jewelry Exhibition: held in 1992 and once a year 165438+ 10. By the end of 2008, it had held 17 meetings. The jadeite wool that participates in the public auction accounts for about 2/5 of the total annual mining in Myanmar.
3. Myanmar Jewelry Exhibition: 1995. Large state-owned jewelry companies in Myanmar organize their own source selection to be held irregularly in June or June every year. It is an important supplementary form of the above two types of public markets, and the government supervises the market. This kind of jadeite wool accounts for about 1/5 of the total annual mining in Myanmar.
2. Organization, location, suppliers and bidders of public bidding:
1. Organization: directly under the jurisdiction of the Ministry of Mines of the Central Government of Myanmar, and the Organizing Committee is a permanent office.
2. Venue: Myanmar Convention Center, about 25 kilometers away from Yangon. In the autumn of 20 10, the official website was changed to Naypyidaw, and in March of 2010/year, the official website also ended in Naypyidaw.
3. Supplier composition: Myanmar state-owned or private jewelry trading company approved by the Myanmar government with rights and interests such as mining rights, management rights, processing, transportation and intermediary services. And obtain a formal business license.
4. Bidder invitation:
First, invited by governments at all levels in Myanmar;
Second, invited by jewelry associations at all levels in Myanmar;
The third is the invitation of Myanmar Jewelry Trading Company. The latter two invitation methods must be reported to the organizing Committee for approval by the inviter in the form of guarantee. The bidder shall go through the formalities of entering the public place with the invitation letter of the above inviter. If there is no invitation letter, the bidder must be guaranteed by Myanmar Jewelry Company and pay a deposit of 65,438+1100 million kyats/person to the organizing committee before applying for admission (after the public auction, all the money will be returned to the bidder).
The bidding method of the three public plates:
1. Dark bid: The bidder shall fill in the bid list with the number, name, number and bid price issued by the Organizing Committee, and put it into the bidding box marked with the bidder number. Because the bidder does not know the other party's bid and bid price, it is called "dark bid". When opening bids, the winning bidder and the bid price shall be publicly announced according to the number of the tenderee. Every time the jadeite wool of the public plate is sold, the dark marks account for more than 4/5.
2. Open bidding: that is, on-site auction. The bidders are all concentrated in the trading hall. Whenever a public official announces a bid number, bidders will take turns to bid on the spot, and whoever has the highest bid price will win the bid. Every time the jade wool of the male plate is less than 1/5.
The process of four open plates:
1. The shortest time for each public offering is 5-7 days, and the longest time is 12- 14 days.
2. Currency used in public transactions: Euro. (The reserve price, bidding and settlement are all subject to Euro).
3. The Organizing Committee will issue a bidding manual written in English to each bidder who enters the site, detailing the matters needing attention in bidding, the number of bidders, bidding category (open bidding or hidden bidding), quantity, reserve price and bidding time. Provide bidding documents on site. 4. Bidders must browse the jadeite raw stone materials (called "bidding") participating in the public auction within 3 days after the start of the public auction, determine their own bidding targets and bidding prices, and fill in the bidding form to prepare for the formal bidding on the day of bidding. 5. First, block bidding hides bidding. On the first day, we won the bid, and on the second day, we announced and publicized the winning result by means of electronic large-screen scrolling, pasting written notice and broadcasting repeated notice to confirm the identity of the winning bidder.
6. After the dark bid is over, public bidding will be conducted and the bidding results will be announced on the spot.
7. After all bidding activities, the winning bidder and the organizing committee will sign the bidding contract. If the winning bidder pays the bid price on the spot, the organizing Committee will go through the customs clearance and transportation formalities or grant the sales and processing certificate for him free of charge. If the successful bidder fails to pay the bid price on the spot, he will only sign a bid contract with the organizing Committee without paying any deposit. However, the winning bidder must remit the bid price to the Myanmar bank account designated by the organizing Committee within 3 months, and the organizing Committee will handle customs clearance and transportation for him free of charge. The winning bidder can also entrust a professional freight company to transport or carry it with him.
8. The organizing committee shall establish a special file for the winning bidder, so as to provide a basis for them to participate in the public discount again and go through the admission procedures.
9. If the winning bidder evades the bid, the organizing committee will give him the penalty of indefinite disqualification (Myanmar nationality) or 10 (foreign nationality).
