As early as July this year, Guicheng took the lead in launching the Action Plan for Guicheng Street to Promote the Reform and Innovation Experimental Zone of Urban and Rural Integration Development in Guangdong Province (2020-2022) (hereinafter referred to as the "Three-year Action Plan"). Guicheng will invest12 billion yuan in three years to build three demonstration areas, focusing on the implementation of party building leading projects, industrial upgrading projects, grassroots good governance projects, and beautiful and livable projects. Among them, the three demonstration areas include Qiandeng Lake, Yueying Lake and Hanwen Lake, covering an area of 28. 19 square kilometers, 15.56 square kilometers and 8.8 square kilometers respectively, accounting for ***52.55 square kilometers and accounting for 62.4% of the total area of Guicheng. Qiandeng Lake area will be built into a financial center, Yue Ying Lake area will be built into a quality city, and Hanwenhu Lake area will be developed into a high-tech highland. The three regions will form a contiguous development trend, thus realizing a new pattern of comprehensive optimization of spatial pattern, perfect urban functions and integration of urban and rural development.

In Mai Shaoqiang's view, the transformation of village-level industrial parks is the main battlefield to promote the construction of experimental areas, and it is also a breakthrough to achieve high-quality integration and development between urban and rural areas. To this end, Guicheng will take "planning guidance, industry guidance, land intensive, district overall planning, linkage development and benefit sharing" as the program, break through its own development bottleneck with the experience of "three plots of land" reform in the whole region, coordinate the interests of all parties, and promote the expansion and upgrading of development space.
Mai Shaoqiang revealed that up to now, Guicheng has basically completed the goal of resolving and sorting out 3,700 mu of land throughout the year. Next, Guicheng will accelerate the "three old" transformation of more than 10,000 mu in key areas such as Yueying Lake, Yihai Lake, Xianan, Xiaxi, Pingnan, Pingxi and Sanshan, and promote the transformation projects such as Xianan No.2, Xiadongkou and Pingxi Bridge South, so as to create a number of compound industrial communities with "integration of production, life and ecology". "We should introduce good enterprises, leave high-quality enterprises and avoid hollowing out industries." Mai Shaoqiang said that the release of inefficient land is to make room for the development of emerging industries and the transformation of traditional industries. According to the plan, Guicheng is based on the development orientation of "finance+headquarters+R&D industry with scientific and cultural innovation" and accelerates the construction of key industrial projects around the producer service industry. On the one hand, vigorously develop the headquarters economy and promote a number of high-quality enterprises with industry influence to settle their headquarters in Guicheng.
