Article 1 In order to further strengthen the security work of key departments and parts in our city, and ensure the safety of state property and people's lives, these Provisions are formulated in accordance with the Detailed Rules for the Implementation of Security Organizations of Organs, Organizations, Enterprises and Institutions of the Ministry of Public Security and the Interim Provisions on Security Work of Organs, Organizations, Enterprises and Institutions of Hebei Province, combined with the actual situation of our city. Article 2 The safety and security work of key departments and parts shall follow the principle of "whoever is in charge is responsible, giving priority to prevention and ensuring key points" and the principle of combining special work with mass work, and implement hierarchical management. Public security departments at all levels are responsible for implementing the management system of key departments and key parts, implementing various safety precautions, and conducting supervision and inspection. Article 3 These Provisions shall apply to the organs, enterprises and institutions of our city. Article 4 The key departments and key parts mentioned in these Provisions include:

(a) the leading organs of the party and government, units responsible for the reception of party and state leaders and foreign guests.

(2) Radio stations, television stations, communication hubs and important communication facilities.

(3) Places where important documents, materials and archives are stored.

(four) important power generation, power supply, water supply, gas supply and heating units or parts.

(5) National defense scientific research and other important scientific research institutions.

(6) State key construction projects, important equipment, important material warehouses and important bridges, tunnels and dams.

(seven) financial institutions and places that store a large amount of money, securities and precious and rare metals such as gold and silver.

(eight) the production, use and storage of firearms, ammunition, inflammable and explosive materials, radioactive sources, strains, highly toxic, viruses and other dangerous goods.

(nine) the production of important products and the production, assembly and inspection of key components.

(ten) units and parts that keep, display and store precious cultural relics, jewels and jade articles.

(eleven) the public security organs that should be listed as the key departments and parts. Fifth key departments and key parts should be put forward by the public security organs of the unit after investigation. The first-level key departments and key parts shall be reported to the public security organ for examination and approval after being approved by the unit leader, and the second-level and third-level key departments and key parts shall be reported to the public security organ for filing after being approved by the unit leader. Article 6 Division of key departments and key parts:

(a) departments or parts directly related to the national economy and people's livelihood and political and legal publicity centers are listed as first-class priorities;

(two) once a problem occurs, the parts that seriously affect the safety of production or employees in a certain area are listed as secondary priorities;

(3) Once there is a problem, it will seriously affect the safety of the unit that is the third-level key. Seventh key departments, key parts of the staff, must be politically reliable and have the corresponding professional and technical quality. The following personnel shall not work in key departments and key parts:

The current policies of the opposition party and the state;

(2) Being sentenced to probation, public surveillance or deprivation of political rights, execution outside prison, parole or reeducation through labor;

(three) released from prison and deregulation performance is not good;

(four) suspected of major criminal activities;

(five) in violation of labor discipline, incorrigible;

(six) immediate family members are dissatisfied with the execution of the death penalty by the government;

(seven) other personnel who are not suitable for working in key departments and key parts. Eighth of the key departments and key parts of the staff, should establish a regular analysis of the ideological situation of the system. If it is found that it does not meet the work requirements of key departments and key parts, the public security department should report to the unit leaders for timely adjustment. Ninth key departments, key parts of the security work, we must seriously formulate and implement various safety systems and measures. These measures mainly include: safety post responsibility system, access control registration system, safety inspection system, equipment maintenance system, accident tracing system and strengthening technical prevention. Tenth key departments and key parts should be equipped with armed police, economic police or other public security forces according to needs, and strengthen day and night guards, duty, guards and patrols. Eleventh public security organs found that key departments, key parts of major security risks, you can issue a "hidden danger rectification notice", a deadline for rectification. If the rectification is delayed without reason, the public security organ may order it to stop production and business for rectification after reporting to the government for approval. Twelfth key departments and key parts should establish key files to fully grasp the business activities and personnel changes of key departments and key parts. Thirteenth units and individuals that have made remarkable achievements in the implementation of these Provisions shall be commended or rewarded by the higher authorities or units. Article 14. For units that violate these provisions and cause consequences, the person in charge and the person directly responsible shall be given disciplinary sanctions and administrative penalties by the unit to which they belong, the competent department at a higher level or the public security organ according to the seriousness of the case. If the criminal law is violated, the judicial organs shall investigate the criminal responsibility according to law. Fifteenth these Provisions shall be interpreted by the Municipal Public Security Bureau. Sixteenth the provisions shall come into force as of the date of issuance of documents.
