Article 1 In order to protect public property and the safety of public life and property, and strengthen the technical management of public safety, these Provisions are formulated according to the actual situation of this province. Article 2 The term "technical prevention of public safety" as mentioned in these Provisions refers to the activities of using public safety technology to prevent products and facilities, prevent and stop illegal and criminal acts such as theft, robbery and sabotage, and safeguard public safety.

The public safety products mentioned in these Provisions (hereinafter referred to as security products) include products used for security inspection, burglar alarm, access control and TV security monitoring, as well as other products belonging to security products as stipulated by the state.

The public safety technical prevention facilities mentioned in these Provisions (hereinafter referred to as security facilities) refer to facilities that independently or comprehensively use security products to implement public safety technical prevention activities. Article 3 Within the administrative region of this province, units and individuals engaged in the following activities shall abide by these provisions, except as otherwise provided by laws, regulations and rules:

(1) Producing and selling anti-technology products;

(two) in the completed building, to carry out the installation of technical facilities;

(3) In accordance with state regulations, it is necessary to set up safety precautions;

(four) to engage in other activities directly related to the above activities. Article 4 Public security organs at or above the county level are the competent authorities for technical prevention of public safety, and are responsible for organizing the implementation of these Provisions. Fifth the following places and parts must be set in accordance with the relevant provisions of the state and province:

(1) Important parts of radio stations, television stations and telecommunications hubs;

(two) the key parts of power supply, water supply, gas supply, oil supply and heating units;

(3) Safety inspection places at airports, stations and ports;

(four) weapons, ammunition and civilian explosives warehouse;

(5) the place where the documents, files and materials above the confidential level are stored;

(6) Places where inflammable, explosive and highly toxic substances, controlled drugs, pathogenic bacteria, viruses and other microorganisms and their products are stored;

(seven) places where important materials, high-grade commodities, important instruments and equipment and other valuables are stored;

(8) Places where gold and jewels are produced, managed and stored;

(nine) museums, cultural relics shops and other places where important cultural relics are displayed, managed and collected;

(10) Places or parts where radioactive substances are produced, used and stored;

(eleven) cash trucks and vehicles transporting precious cultural relics;

(twelve) the treasury and business premises of financial institutions;

(thirteen) other places where cash and tickets are stored centrally;

(fourteen) other parts and places that must be set up in accordance with laws, regulations and rules. Article 6 The units where the places and parts listed in Article 5 of these Provisions are located shall abide by the following provisions:

(a) the establishment of technical facilities use, maintenance and repair system, to ensure the normal operation of facilities, timely handling of the alarm;

(two) the installation of alarm facilities, and the unit's security organization networking, conditional networking with the local public security organs or superior security organizations. Article 7 All units and individuals who are engaged in the production and sale of anti-technology products and undertake the installation of anti-technology facilities in our province shall meet the conditions stipulated by the state and the province, and go through the examination and approval registration formalities with the relevant departments according to law, and then submit a written application to the corresponding public security organs to go through the examination and approval procedures for anti-technology majors.

The public security organ shall go through the examination and approval procedures for the technical defense specialty in accordance with the following provisions:

(a) the application of the state and provincial units shall be handled by the provincial public security organs;

(two) the application of other units and individuals shall be handled by the municipal (state) public security organs and submitted to the provincial public security organs for the record. Article 8 Units and individuals outside the province who undertake the installation of technical defense facilities in our province shall submit the relevant certificates issued by the local provincial public security organs or the Ministry of Public Security to the provincial public security organs in our province. Article 9 The production of technical defense products that the State and our province implement the license or quasi-production certificate system must be carried out in accordance with the relevant provisions of the State and our province. Article 10 The production of anti-technology products without production license and quasi-production certificate system must be inspected by the provincial public security organ and the provincial technical supervision department in conjunction with the designated inspection institutions in accordance with relevant standards; And in accordance with state regulations, through stereotypes production.

The provincial public security organ shall issue a product quality approval mark to the products that have passed the inspection and identification. Eleventh in our province outside the province to sell anti-technology products, must hold the relevant certificates of the local provincial public security organs or the Ministry of Public Security, to the provincial public security organs in our province for sales license.

The administration of the import and export of national defense science and technology products shall be handled in accordance with the relevant provisions of the state. Twelfth technical products must have one of the production license, production license, quality approval mark or sales license before they can be sold.

Without one of the documents specified in the preceding paragraph of this article, no unit or individual may sell technical defense products. Article 13 Producers of anti-technology products must ensure the quality of products and accept relevant quality inspection conducted by technical supervision departments and public security organs in accordance with the provisions of laws, regulations and rules. Article 14 The installation of anti-technology facilities must meet the requirements of relevant state regulations, and a written application shall be submitted to the corresponding public security organ, and anti-technology facilities can be installed only after approval.
