Article 1 These Provisions are formulated in accordance with the relevant provisions of the state and the actual situation of our city in order to strengthen the management of security technology and ensure the safety of the country and people's lives and property. Article 2 These Provisions shall apply to the safety and technical prevention of organs, organizations, enterprises, institutions and residential areas within the jurisdiction of our city. Article 3 The Municipal Public Security Bureau is the competent department of security technology prevention. Public security organs at all levels should do a good job in propaganda, organization, coordination, supervision and management of safety technical prevention. Article 4 The term "safety technical prevention" as mentioned in these Provisions refers to the activities of preventing and controlling dangerous and critical places and parts by using technical means such as safety technical prevention facilities, projects and their products.

The term "security technology prevention facilities" as mentioned in these Provisions refers to security alarm products such as alarm prevention, video surveillance and its ancillary equipment, security anti-theft door (including building intercom system) and anti-theft lock. Fifth the following parts and places shall be equipped with safety technical prevention facilities:

(1) warehouses (cabinets) and places for storing guns, ammunition, explosives, toxic substances, bacteria and radioactive substances;

(2) Archives of political, military, economic, technical and other confidential information and archives (museums) of precious documents;

(3) vaults and safes where financial and insurance institutions store important accounts, bills, securities and cash, as well as savings offices, credit cooperatives and financial accounting offices;

(4) Places where important cultural relics, jewels, gold and silver ornaments, precision instruments and precious metals are stored, exhibited and sold;

(five) warehouses and business premises for storing and operating important materials and valuable high-grade commodities;

(6) Centralized production and storage places for precious metals, rare metals and precision instruments;

(seven) all kinds of motor vehicles;

(8) Farmland power facilities;

(nine) other places and parts that need to install safety technical prevention facilities. Sixth urban residential buildings (hospitals) by the property unit or the use of units (households) funded the installation of safety technical prevention facilities.

Architectural design units should incorporate the installation of security doors into the design when designing new, rebuilt and expanded residential buildings. Article 7 A unit that develops and produces safety technical prevention facilities shall register with the Municipal Public Security Bureau with a letter of introduction and design drawings, and then apply for a business license with the local administrative department for industry and commerce. Before the development and production of safety technology prevention facilities products, all the information of product design and prototype (sample) should be submitted to the Municipal Public Security Bureau for preliminary examination. The prototype (sample) must be tested by the testing department designated by the Ministry of Public Security and the Provincial Public Security Department, and can be mass-produced only after obtaining the production license issued by the Municipal Public Security Bureau. Eighth distribution of safety technical prevention facilities, should hold the prototype (sample) and its test report to the Municipal Public Security Bureau for registration, after examination and identification, to obtain a "sales license", before sales. Article 9 Any unit undertaking the design, construction and maintenance of anti-technology projects must go to the Municipal Public Security Bureau for registration and filing, go to the Municipal Construction Bureau for the construction permit of anti-technology projects after examination and approval, and then go to the Municipal Public Security Bureau to obtain the installation permit before construction. Construction personnel should wear the "Safety Protection Project Builder's Certificate" and abide by the safety and confidentiality regulations to ensure the installation and construction quality. Article 10 The design and installation of the following facilities shall be examined and approved by the Municipal Public Security Bureau:

(1) regional burglar alarm network;

(2) Radio anti-theft alarm equipment;

(three) the cost of more than fifty thousand yuan. Eleventh development, production and sales of radio anti-theft alarm equipment, must be registered by the Municipal Public Security Bureau, with the "registration certificate" to the Municipal Radio Management Committee to apply for relevant procedures. The radio anti-theft alarm equipment sold must meet the current national technical standards and frequency band requirements. Twelfth units that use safety technical prevention facilities must establish and improve the use management system, implement the post responsibility system, and regularly test and maintain the equipment to ensure its normal operation. Thirteenth foreign units in our city to produce and sell safety technical prevention facilities, should be certified and registered by the Municipal Public Security Bureau. Foreign units undertaking anti-technology projects in our city must go through the examination and approval procedures for anti-technology projects at the Municipal Public Security Bureau. Article 14 Whoever, in violation of these regulations, produces and distributes safety prevention facilities without authorization, or contracts the design and construction of anti-technology projects without authorization, shall be given a warning by the Municipal Public Security Bureau jointly with relevant departments, ordered to stop production, sales and construction, and the illegal income shall be confiscated. Those who violate the criminal law shall be investigated for criminal responsibility according to law. Fifteenth in violation of the provisions of the use of security technology to prevent facilities, cases or serious losses, by the city, district, county (city) public security organs in accordance with the "Shenyang city organs, enterprises and institutions internal security management regulations" to be punished. Article 16 Whoever refuses to accept the administrative punishment of the public security organ may apply for reconsideration to the people's government at the same level or the public security organ at a higher level that made the decision on punishment; Anyone who refuses to accept the reconsideration decision may bring a lawsuit to the local people's court within 15 days after receiving the reconsideration decision. Seventeenth the provisions by the Municipal Public Security Bureau is responsible for organizing the implementation and interpretation. Eighteenth the provisions shall come into force as of the date of promulgation.
