Chapter I General Provisions Article 1 In order to promote the development of urban greening, protect and improve the urban ecological environment, and build a livable city, these Regulations are formulated in accordance with the provisions of the Regulations on Urban Greening of the State Council and the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, management, protection and supervision of urban greening within the urban planning areas of cities and counties in this Municipality. Article 3 The people's governments of cities, counties and districts shall incorporate urban greening construction into the national economic and social development plan, determine the development goals of urban greening, and ensure the funds and land needed for urban greening development. Fourth urban greening department is responsible for urban greening work.

County and district greening departments are responsible for urban greening within their respective jurisdictions.

The town people's government and sub-district offices are responsible for the urban greening work within their respective jurisdictions.

Development and reform, urban and rural planning, urban and rural construction, land and resources, transportation, urban management, urban management administrative law enforcement, public security and other departments should do a good job in urban greening in accordance with their respective responsibilities. Fifth urban greening should adhere to the principles of local conditions, ecological priority, scientific planning and strict protection, and highlight the style and historical and cultural characteristics of Quancheng. Sixth to encourage and support the basic research of urban greening science and technology, popularize advanced technology, develop and apply local plant resources, and select plant varieties suitable for the natural environment of this city. The introduction of plant varieties should prevent the invasion of harmful plants. Article 7 The municipal, county and district people's governments shall organize and carry out mass urban greening work, and encourage units and individuals to participate in urban greening construction and maintenance by means of investment, donation and adoption. Investment units or individuals shall enjoy legitimate rights and interests in accordance with the agreement.

Units or individuals who donate or adopt can enjoy the naming right of green space for a certain period of time.

Specific measures for investment, donation and adoption shall be formulated by the Municipal People's Government. Eighth organs, schools, enterprises and institutions and the news media should strengthen the publicity and education of urban greening protection, and raise citizens' awareness of caring for urban green space.

All units and individuals have the obligation to protect urban green space, trees, flowers and urban greening facilities, and have the right to discourage and report acts that undermine urban greening. Ninth units and individuals that have made contributions to urban greening shall be commended and rewarded by the municipal, county and district people's governments. Chapter II Planning Compilation and Implementation Chapter II Planning Compilation and Implementation Article 10 The municipal and county greening departments shall, jointly with the urban and rural planning departments and the land and resources departments, formulate the urban green space system planning and special planning for forest protection, which shall be incorporated into the overall urban planning after being approved by the people's government at the same level. Eleventh urban green space system planning and special planning for forest protection shall be reported to the Standing Committee of the people's congress at the same level for the record after approval. Twelfth urban green space system planning should determine the goal of urban greening, rational layout of all kinds of green space at all levels, stipulate the control principles of all kinds of green space, and determine the scope and land area of green space.

The special plan for mountain forest protection shall determine the scope of protection, the direction and goal of protection and utilization, the construction of fire exits around the mountain and its connection with urban roads. Thirteenth when the overall urban planning is revised or significantly adjusted, the urban green space system planning and forest protection special planning should be adjusted accordingly, and submitted for approval and filing in accordance with the procedures stipulated in Articles 10 and 11 of these regulations. If it is really necessary to adjust due to urban construction, it shall be handled in accordance with the provisions of the preceding paragraph. Fifteenth new construction, renovation and expansion projects, the proportion of green land area to the total construction land area is:

(a) the newly developed residential area is not less than thirty percent; The transformation of the old city residential area is not less than twenty-five percent;

(two) schools, hospitals, government organizations, sports venues, public cultural facilities not less than 35%;

(3) Transportation hubs and commercial centers shall not be less than 20%;

(four) the units that produce toxic and harmful substances to pollute the environment are not less than 30%, and in accordance with the provisions of the state, a shelter belt of not less than 50 meters wide is set up;

(five) the width of the road red line is more than fifty meters, not less than thirty percent; If the width of the red line is more than forty meters and less than fifty meters, it shall not be less than twenty-five percent; The width of the red line is less than forty meters, not less than twenty percent;

(six) the width of the shelterbelt of rivers, lakes and other water bodies and railways in the city is not less than thirty meters;

(seven) other construction projects not less than twenty percent. Article 16 When applying for a planning permit for a construction project, the construction unit shall submit the design scheme of the greening project attached to the project to the competent department of urban and rural planning. The competent department of urban and rural planning shall submit the design scheme of the affiliated greening project to the competent department of greening for review. The competent department of greening shall conduct on-site investigation within five days from the date of receiving the design scheme of the affiliated greening project, and reply to the examination opinions of the competent department of urban and rural planning; If no reply is made within the time limit, it shall be deemed as consent. Chapter III Construction and Protection Article 17 The municipal, county and district people's governments and relevant departments shall, according to the urban green space system planning, strengthen the construction and protection of urban greening and improve the urban greening environment.
