In the upstream, further intensify exploration, implement the "going out" strategy, and do a good job in strategic reserve and strategic expansion of resources; In the middle reaches, give full play to the advantages of resources and funds, guide gold enterprises to develop and apply projects in auto parts, electronics, medicine and other fields other than gold, and gradually realize the semi-underground and semi-above-ground industrial pattern of gold enterprises; In the downstream, with the construction of gold and jewelry market as the starting point, we should pay close attention to gold, silver, copper, sulfur, iron, arsenic and other elements to lengthen the industrial chain. We are preparing to build a gold science and technology R&D center, increase the recruitment and introduction of gold professionals, and increase the development of R&D to the middle and lower reaches of gold industry.

(2) Establish a new production concept and promote the transformation of economic growth mode with circular economy.

According to the principles of reduction, reuse and recycling, we will reduce the dependence of economic development on resources and improve the quality of economic growth. The third is to promote energy conservation and consumption reduction and improve the utilization level of energy and raw materials. Strengthen the management of energy, raw materials and water consumption in key industries such as gold, auto parts, electronics and chemical industry, and adopt technologies, processes and equipment with high efficiency, low consumption and low pollution to improve the output efficiency of energy and raw materials. Nine enterprises with annual energy consumption of more than 5,000 tons, such as Jinbao Electronics, Yingezhuang Gold Mine and Thermal Power Plant, were monitored, and energy-saving rectification suggestions were put forward 123, with a rectification rate of 87% and an annual energy-saving potential of 6,800 tons. Since last year, 43 enterprises have built new pollution control facilities with a daily wastewater treatment capacity of 6,450 tons. At present, the pollution control rate of fan enterprises in the city has reached 100%. Pay close attention to the pollution control of chemical wastewater and carry out centralized rectification of 20 enterprises with problems within a time limit; On the other hand, guiding enterprises to carry out cleaner production has realized the transformation from terminal treatment to pollution prevention. With the in-depth development of circular economy, the government should gradually shift from investment guidance to preferential policies, change investment attraction into market choice, and gradually cultivate and improve the spontaneous and efficient operation mechanism.

Third, scientific and technological innovation is an important guarantee for developing circular economy. From a technical point of view, the main problems facing the development of circular economy are high energy consumption, high emission and low utilization rate. To solve these problems, fundamentally improve the efficiency of resource utilization, reduce energy consumption and emissions, and promote the recycling of resources, we must combine local conditions, rely on scientific and technological innovation, continuously introduce, develop and apply advanced technologies, processes and equipment, and establish a technical support system for circular economy in line with local characteristics.
