Historical Evolution of Daowai District
Daowai District is an old city which formed and developed earlier in Harbin. According to historical records, long before the formation of Harbin, human beings flourished and developed here.

In the Shang and Zhou Dynasties and the pre-Qin period, this was the residential area of the Su protoss.

During the Han, Three Kingdoms and Jin Dynasties, it belonged to Fuyu country.

In the Southern and Northern Dynasties (492), the Buji nationality rose, eliminated the remnants and became the jurisdiction of the Buji nationality.

In the Sui Dynasty, the bones of the Buji nationality were prominent, and the Songhua River, Mudanjiang River Basin and the middle and upper reaches of Heilongjiang were all owned by them.

In the Tang Dynasty, Daowai District was formally incorporated into the territory, first belonging to Hebei Road and then to Mohan House in Bohai State. During the Five Dynasties, the Jurchen nationality, which originated from Heishui (clan) in the Tang Dynasty, rose rapidly and distributed in the lower reaches of Songhua River and Heilongjiang River. Later, the Liao Dynasty established the kingdom of Khitan, which became the territory of the Jurchen nationality. Jin destroyed Liao (1 125), belonging to gold, was in the northwest border area of Huining prefecture (now Baicheng south of Acheng city) in Jin Dynasty. Houcheng Village, Wanbao Town, Xiandaowai District, is the site of the ancient city of Jin Dynasty, and it is a commissary city where grain and grass gather.

In the Yuan Dynasty (127 1 ~ 1368), this place was under the jurisdiction of Wan Hu House.

In order to consolidate the feudal rule, the Ming Dynasty set up many guards and shelters in the northeast, first belonging to Yue Xiwei and then to Ashwei.

In the early Qing Dynasty, the Qing government released the ban and strengthened the northeast frontier defense, and put the land west of Bi zhanhe on the north bank of Heilongjiang under the jurisdiction of the former General Ningguta, which belonged to the newly established General Longjiang. The jurisdiction of General Longjiang and Jilin General in Harbin is bounded by Songhua River, while Jiangnan and Jiangbei are under the jurisdiction of two generals. During the reign of Kangxi (1662 ~ 1723), the Qing government set up a navy camp in Qianjin Township, Jindaowai District, and many official villages were set up around the camp. In the fourth year of Yongzheng (1726), a yamen was established in Jilin, and its address was Huining House in Shangjing. At this time, it is under the jurisdiction of Deputy Commander Alechuka.

Huining House, which entered Beijing in Jin Dynasty, has become the ruling center. It is located in the northwest edge of Huining County, Shangjing, forming a pasture for grazing and a beachhead for fishing. People call it a racecourse shop. Later, villages such as Gangjiadian and Wujiazi (Fujiadian) were gradually formed, which were the predecessors of Daowai District. With the formation and development of Fujiadian and its surrounding villages, in the thirty-first year of Guangxu in Qing Dynasty (1905), Fujiadian Office Committee was established to carry out local autonomous management. In the same year, Jilin General Da Gui and Cheng Dequan, Governor of Heilongjiang Province, jointly built the Jilin Riverside Pass in Fujiadian. The current office address of Daotai House is in the courtyard of No.8, Jianye 1st Lane, Shibadao Street, North Daowai.

In the thirty-third year of Guangxu (1907), the Qing government approved the establishment of the Riverside Hall, which is located in the South 11th Street outside this road and governs Fujiadian, Gangjiadian and Sijiazi Village. The following year (1908), He Houhua, a member of Binjiang Hall, thought that the word Fujiadian had a narrow meaning and changed it to store. From then on, Fujiadian became the earliest division name of Daowai City.

1932, Japanese troops invaded Harbin. The following year, Binjiang City and Songpu City merged into Harbin, and Fujia District and Songpu District were established respectively.

After the liberation of Harbin on April 28th, 1946, the eastern and western Fujia districts were once changed to the eastern, western and northern Fujia districts. Soon, the North Fujia District was revoked.

1956, East and West Fujia District merged and renamed Daowai District. There are 3 townships and towns in the whole region, with 14 sub-district offices, including 12 sub-district offices in Jiangnan City and 2 sub-district offices in Jiangbei Suburb.

On March 24, 2004, Daowai District was formally merged with the original Taiping District, and the new district was named Daowai District. After the adjustment of zoning, the original three towns in Jiangbei were placed under the management of Songbei District, with 22 sub-district offices and one township and one town under its jurisdiction.

In September 2006, Achengyuan Town Juyuan and Yongyuan were placed under the jurisdiction of Daowai District, with 22 sub-district offices and 3 towns of 1 township.
