Deshengsha, known as "Waisha" in ancient times, was named after "a flat sand wrapped in Haikou". As early as the Tang Dynasty, Haikou was the Bund in Qiongzhou, and "Baishajin" was set as Gudu Station. The position of Deshengsha Road in Haikou is somewhat similar to the Bund in Shanghai and Dongjiaominxiang in Beijing, because it witnessed the process of Hainan being bullied and becoming stronger. 1685 (in the 24th year of Emperor Kangxi of Qing Dynasty), Haikou was opened as a foreign trade port, and the General Administration of Customs was established on Deshengsha Road. Businessmen gathered together for economic exchanges, and the prosperous commercial trade had reached a considerable scale and became the commercial center of Hainan at that time. 1849 (the 29th year of Daoguang), Haikou invaded Haikou on 15th, and the Qing soldiers led by the commander-in-chief Huang Kaiguang resisted tenaciously. The bandits were finally driven out of Huangsha by the soldiers and civilians, hence the name "Shengli Sha". In A.D. 1858 (the eighth year of Xianfeng), the Qing court and the British and French imperialists respectively concluded the Tianjin Treaty, and Haikou (called Qiongzhoukou in Japan) was turned into a foreign trade port, allowing the establishment of embassies. Deshengsha Street is the place with the largest number of foreign-funded enterprises and the fiercest competition in Haikou. In the 1920s, organized by Haikou Chamber of Commerce and donated by overseas Chinese, the earliest Hainan Hospital was built in the area from Coconut Garden to Agricultural Reclamation.

In the same year, Haikou Customs was built on the east side of Waisha River near Deshengsha. The existing Haikou Old Customs is located at the eastern end of Deshengsha Road, facing south, and was built from 1935 to 1937, which is one of the earliest existing landmark buildings on Deshengsha Road. At that time, Deshengsha had developed into the main passenger terminal of Haikou Port, and the Maritime Bureau, the Westernization Bureau, the Qiongya Telephone General Administration, hotels, warehouses and shops were all prosperous. After the opening of Haikou, Deshengsha Road became a settlement of westerners because of the establishment of consulates in Haikou. In order to dump goods, overseas businessmen have also set up foreign firms in Deshengsha, and various foreign commercial companies have offices in Haikou. For a time, the streets were flooded with "35" brand cigarettes, foreign cloth, foreign oil and foreign matches, and Haikou celebrities, dude, western businessmen and even foreign missionaries also appeared in Shengdesha. At this point, Deshengsha has developed from a coastal beach to one of the most prosperous main streets in Haikou in the 1930s.
