Chapter 1 General Provisions Article 1 In order to strengthen urban water conservation management, protect and rationally develop and utilize urban groundwater resources, and promote the sustainable development of economic and social undertakings, in accordance with the "People's Republic of China and the National Water Law ", the State Council's "Implementation Measures for the Water Licensing System", the State Council's "Urban Water Conservation Management Regulations" and the "Heilongjiang Province Measures for the Implementation of the "People's Republic of China and the National Water Law" and other relevant laws and regulations, combined with the actual situation of our city, this document is formulated regulations. Article 2 These regulations apply to urban water conservation and groundwater development, utilization, protection and management within the urban planning areas of this city. Article 3: Urban water conservation and groundwater development, utilization, protection and management, implement the policy of equal emphasis on increasing revenue and reducing expenditure, and adhere to the principles of unified planning, rational development, total volume control, and planned water use. Article 4 The municipal public utility construction management department (hereinafter referred to as the municipal public utility department) is the administrative department responsible for urban water conservation and groundwater development, utilization and protection, and is responsible for the organization and implementation of these regulations.

The Municipal Urban Water Supply and Water Conservation Office (hereinafter referred to as the Municipal Urban Water Office) is responsible for the supervision and management of urban water conservation and groundwater development, utilization, and protection in accordance with the authorization of the municipal public utility department.

Relevant departments of the municipal government shall, in accordance with their respective responsibilities, coordinate with the municipal public utility departments to do a good job in urban water conservation and groundwater development, utilization, protection and management. Article 5 People's governments at all levels, administrative departments of all industries and water-use units shall carry out in-depth publicity and education on water conservation to improve citizens' awareness of water conservation.

All units and individuals have the obligation to abide by these regulations and stop and supervise the waste of water. Article 6 The Municipal People's Government shall encourage scientific and technological research on urban water conservation, promote advanced technologies, and improve the scientific and technological level of urban water conservation. Chapter 2 Planned Water Use and Water Conservation Article 7 The Municipal People's Government shall prepare plans for urban water use, water conservation and groundwater development and utilization.

The municipal public utility department shall prepare the city's annual water use, water conservation and groundwater development and utilization plans. After being comprehensively balanced by the municipal planning department, it shall be submitted to the Municipal People's Government for approval and included in the annual national economic and social development plan. Article 8 The water-using unit shall conduct a water balance test every three years in accordance with national standards. When the product structure or process changes, it shall retest in a timely manner and submit the test results to the Municipal Urban Water Office for review and approval, and issue a "Water Balance Test Qualified" Certificate".

The municipal public utility department, in conjunction with relevant industry authorities, prepares water quotas based on the standards and water balance test results set by the national industry authorities, and regularly assesses the implementation of water quotas. Article 9 For temporary water use in construction projects, the construction unit shall go to the municipal water office to apply for temporary water quotas with the construction project planning permit, and then go to the water supply unit to handle temporary water use procedures. If the temporary water quota is not applied, the water supply unit will not provide water. Article 10 The water-using unit shall implement the water-use plan and sign a planned water-use agreement with the municipal water office. Units that use more water than planned should pay the municipal water office the increased water fee for water that exceeds the planned water use in accordance with the following standards:

(1) If self-built facilities are used to provide water, the water use exceeding the planned water consumption shall not exceed 10% (including 10%). ) shall be paid at four times the water resource fee; for the portion exceeding the planned water use by 20% (including 20%), eight times the water resource fee shall be paid; for the portion exceeding the planned water use by more than 20%, the fee shall be paid according to the water resource fee. Pay ten times the current water price;

(2) If the public water supply is used, the water consumption exceeding the planned water consumption within 10% (inclusive of 10%) shall be paid at twice the current water price; For water consumption within 20% (inclusive), the fee is four times the current water price; for water use exceeding the planned water consumption by more than 20%, the fee is five times the current water price. Article 11 Units that draw surface water through self-constructed facilities shall submit their annual water use plans and water withdrawal volumes to the Municipal Urban Water Office for filing. Article 12 Water-using units shall strengthen water conservation management, include water conservation in energy assessment indicators, and submit statistical reports on water use and water conservation to the Municipal Water Resources Office on a quarterly basis.

The Municipal Urban Water Office should do a good job in statistical analysis of urban water conservation. Article 13: Water-using units shall incorporate water-saving measures into their unit's technical transformation plan and adopt advanced water-saving technologies, processes and equipment. Article 14 Water supply and water use units and housing management units shall strengthen the management of water supply and water facilities. If water supply and water facilities are damaged, they shall be repaired in a timely manner. Article 15: Enterprises should adopt methods such as cleaning and diversion, closed-circuit circulation, etc. to improve the reuse rate of water. Article 16 Water-using units and individuals are not allowed to engage in the following behaviors:

(1) Remove the lead seals of water measuring instruments without authorization;

(2) Damage to water facilities that are not repaired in time Run, leak, drip or leak;

(3) Directly flush cars, gravel, roads, etc. with water pipes;

(4) Set up bypass pipes beyond the water meter;

(5) Direct discharge of indirect cooling water;

(6) Other waste of water. Article 17 If a new construction, reconstruction or expansion project requires the use or increase of urban public water supply or water supply from self-built facilities, water conservation measures must be taken, and the approval document of the municipal public utility department shall be provided when the project is approved. Article 18 New construction, reconstruction, and expansion projects shall be equipped with supporting water-saving facilities, which shall be designed, constructed, and put into use at the same time as the main project.
