In recent years, under the correct leadership of the Party Working Committee, District Committee and District Government in the demonstration area, rural roads in our area have developed rapidly. Up to now, the total mileage of rural roads in the whole region is 286.5 1 km, including 93.68 km of county roads, 23.27 km of township roads, 0/66 km of village roads, 47.58 km of secondary roads and 83.6 km of tertiary roads. Among the rural roads in the whole region, asphalt concrete road 163.5km, cement concrete road 123. 1km, and the road density is 227.3km/ 100km2, ranking first in the province. The 88 administrative villages in the whole region have achieved village-to-village access, basically forming a nine-vertical and six-horizontal highway traffic pattern. Second, the status quo of highway management and maintenance system in our region
At present, the management and maintenance of rural roads in our district is implemented in accordance with the Implementation Opinions on Strengthening the Management and Maintenance of Rural Roads formulated by the district government in 20xx, and rural road maintenance is divided into daily maintenance and maintenance projects. According to the principle of territorial management, the township people's government is responsible for the daily maintenance of rural roads, and a township road office is set up with two managers. Through district and township joint employment, township management and maintenance personnel implement contract maintenance. District Transportation Bureau is responsible for rural highway construction planning, arranging maintenance project plans, organizing the implementation of rural highway maintenance projects at district highway stations, guiding, inspecting and assessing the daily maintenance work of rural roads in townships, and the Township Highway Office is responsible for the daily inspection and assessment of maintenance personnel. The daily maintenance and management funds of rural roads shall be borne equally by the Transportation Bureau and the township. According to the assessment results, the Transportation Bureau will allocate the daily maintenance funds to towns and villages, and then the towns will measure and pay. In terms of rural road administration, the road administration team of District Road Station is responsible for the rural road administration in the whole region, and guides all towns and villages to do a good job in road administration within their respective jurisdictions.
Three, the problems existing in the management and maintenance of rural roads in our region
While fully affirming the achievements, we also clearly see the existing problems and shortcomings. Mainly in the management and maintenance of rural roads is still relatively backward; The responsibility of management and protection can not be fully implemented, and the investment in maintenance funds is seriously insufficient; The maintenance mechanism lacks vitality and the maintenance quality is not high; The unbalanced investment and attention to township maintenance management directly affects the normal use, traffic safety and long-term development of rural roads in our region. Specific performance in:
1. Insufficient investment in maintenance funds. At present, the highway maintenance funds in our region are not included in the fiscal year budget, and only the normal maintenance funds allocated by the Provincial Communications Department are used for highway maintenance, which has a large funding gap. At the same time, due to the fuel tax reform, tractors and other road maintenance fees are no longer levied, resulting in a serious shortage of maintenance funds. Every year, the maintenance plan can only be made according to the situation of the maintenance funds allocated by the province, in line with the principle of urgency first and then delay, which leads to some roads that need to be maintained being unable to be implemented due to insufficient funds, forcing the roads to run in a state of illness and increasing the degree of damage.
2. Due to insufficient understanding of the importance of rural road maintenance management, insufficient investment in daily maintenance of rural roads, failure to establish a long-term mechanism for maintenance management, and poor overall interest awareness and weak legal concept of a few people, the property rights of rural and village roads have been infringed to some extent.
3. There are difficulties in overload control. Due to the low technical level of rural roads and the developed traffic network in our district, some overloaded vehicles have caused some damage to rural roads. At present, because there are no national and provincial trunk highways in our district, it is impossible to set up overload detection stations, and the overload control of rural roads can only be carried out by a mobile detection vehicle, which cannot fundamentally solve the overload control problem.
4. The maintenance management mechanism is not perfect. Although there are roads in every township, the daily maintenance and management mechanism of rural roads has not been fully established, and there are few maintenance and management personnel, so that some village roads are out of guarantee. Large and medium-sized maintenance projects, maintenance machinery and equipment are in short supply, and maintenance projects are mainly manual operation, which is not suitable for standardized maintenance system.
Four, the requirements of rural highway management and maintenance system reform in our province
According to the provincial government's Notice on Printing and Distributing the Implementation Opinions on the Reform of Rural Highway Management and Maintenance System in Shaanxi Province (Shaanxi [20xx] No.72), rural highway management and maintenance is carried out in accordance with the principles of unified leadership, county management, graded responsibility and support from all parties. The people's governments at the county level are responsible for raising and arranging funds for rural highway maintenance, supervising the maintenance work of rural highway management institutions, and organizing and coordinating the township people's governments and relevant departments to do a good job. Rural highway maintenance funds should be included in the government's annual budget in accordance with the principle of maintaining roads and ensuring quality, and gradually increase with the increase of rural highway mileage, technical standards and local financial resources. The daily maintenance cost of rural roads is mainly borne by the municipal and county finances in proportion, and the county finances make overall arrangements and the municipal finances give subsidies. The specific arrangement standards are: 7,000 yuan per kilometer for county roads, 3,500 yuan per kilometer for township roads and 0/1,000 yuan per kilometer for village roads. In recent years, with the rapid development of rural highway construction in our county, the maintenance mileage has been increasing. Up to now, the maintenance mileage of rural roads has reached more than 3,000 kilometers, of which county roads are 37 1 km, township roads (including networking roads) are 523 kilometers, and village roads are 22 18 kilometers, of which: Ji Hong road, county road, fire (torch) road 19.9 kilometers. Our county adheres to the principle of "unified leadership and graded responsibility" in the maintenance management of rural roads, and implements the responsibility of maintenance management. Two conservation demonstration towns, Guangna Town and Minsheng Town, have been established successively, focusing on two county roads and six township roads, and creating a civilized road 159 km. Although the maintenance management of rural roads in our county has made some achievements, it is basically tiring for frontline maintenance personnel to complete daily cleaning tasks, but there are still many difficulties, even serious problems, which need to be highly valued and solved.
(A) rural highway maintenance management institutions are not perfect. The staffing of county rural highway office is 12. There are only two people in the staffing, and many people have poor personnel quality. Its director does not have a bureau level, so it has become one of the joint-stock institutions of the county transportation bureau in disguise. It is difficult to carry out the work and it has not played its due role as a whole. Except for the central towns, most of the township traffic control stations have no institutions, brands and full-time staff, and most of the full-time and part-time staff are older and lack of professional skills, so the industry policy cannot be effectively implemented. Because the entry threshold of public institutions is too high, there are more than 140 people with poor staffing, and the maintenance tasks of front-line workers increase and the maintenance enthusiasm decreases.
(2) The investment in rural highway maintenance management is seriously insufficient. Due to the complicated geological structure of our county, long mileage of rural roads, many geological disasters, heavy maintenance tasks and high maintenance costs, rural roads are only maintained by the county finance at an annual rate of 1 10,000 yuan/km, and there is no source of funds for county roads and village roads. Necessary rural road maintenance equipment such as excavators and sweepers are also urgently needed.
(3) The rural roads are heavily malnourished. Due to the lack of human and financial resources, the road maintenance management included in the rural road maintenance management plan is not fully in place, and nearly half of the rural roads in the county are not included in the maintenance management plan, or fail to pass the acceptance due to poor quality, or are seriously damaged by water damage after acceptance, or there are many hidden dangers due to insufficient safety facilities, or lack of strength due to maintenance difficulties.
(4) Rural roads are seriously damaged and occupied. First, overloading law enforcement pays attention to fines and does not unload goods, which leads to long-term damage to roads by overloaded vehicles. County land, information, safety supervision, water affairs, industry and commerce, taxation, transportation and other departments have not formed a joint force with the towns under their jurisdiction, and have not fundamentally studied and cracked down on illegal sand mining, coal mining and illegal housing construction activities in the construction control areas along the highway, resulting in serious road stacking and occupation. These have also seriously affected the maintenance and management of rural roads.
Third, some suggestions.
In view of the problems existing in the maintenance and management of rural roads in our county, and drawing lessons from the successful experience of maintenance and management in other places, the following suggestions are put forward.
First, straighten out the supervision system. Strengthen the functions and responsibilities of the county rural highway management office, and give play to its due functions of overall coordination and supervision of rural highways in the county; All staff are equipped with township traffic control stations to ensure that there are institutions, brands and personnel, explore the mode of vertical management of township traffic control stations by county transportation bureau, and implement efficient integrated management; Reform the task allocation system of non-tax revenue in road administration law enforcement, try out the mechanism of reporting non-tax revenue into storage, solve their worries, and concentrate on doing a good job in tackling overload and protecting roads.
The second is to establish a long-term assessment mechanism. Rural highway maintenance and management work has a long front, heavy tasks and many departments involved, which need to be managed by all levels and departments. Therefore, it is necessary to incorporate rural road maintenance management into the annual target assessment of the government, further clarify the responsibilities of various departments and towns, strengthen the sense of responsibility of maintenance personnel, sign target responsibility letters at different levels, implement the assessment and incentive mechanism, link rewards and punishments, pay close attention to supervision, make key breakthroughs, promote overall, and continuously and effectively promote rural road maintenance management activities to achieve normalization and institutionalization.
The third is to ensure the necessary investment. To do a good job in the maintenance and management of rural roads, financial resources are the guarantee. It is necessary to strive for capital investment through multiple channels, contact and communicate with higher authorities at any time, and strive for more maintenance subsidies. And in accordance with the national maintenance subsidy fund standard "735 1" (namely, county road 7000 yuan/km, township road 3500 yuan/km, village road 1 10,000 yuan/km), it is included in the county financial budget to ensure timely disbursement. Pay close attention to the construction of mechanized maintenance center and purchase necessary road maintenance equipment such as excavators and sweepers. Timely disbursement of natural disaster road damage repair funds to ensure timely repair of large landslides and severely damaged sections, which is convenient for management and maintenance.
Fourth, we must strengthen departmental law enforcement. The county people's government should regularly and irregularly organize transportation, public security, land, water, letter, safety supervision, industry and commerce, taxation and other departments and towns under its jurisdiction to centrally clean up and rectify the "four violations" along the highway (that is, illegal sand mining, illegal coal mining, illegal construction and illegal occupation of roads), regularly report, treat both the symptoms and root causes, and strike hard to ensure the rectification effect. Further implement the main responsibility of towns and villages in the jurisdiction, strengthen the source management of "four violations" in the construction control area along the highway, and actively cooperate with the supervision and law enforcement departments. In order to fully understand and master the construction and maintenance of "Four Good Rural Roads" in our district, and put forward opinions and suggestions on related work, in the middle of June 5438+ 10, 20xx, the CPPCC organized some CPPCC members and the heads of relevant departments to conduct a special investigation on the construction and maintenance of rural roads in our district in recent years. The investigation is now reported as follows: 1. The basic situation of rural highway construction and maintenance in our district.
In recent years, Hengshan District Party Committee and District Government have attached great importance to the construction of rural roads, regarded rural roads as an important starting point for coordinating urban and rural development and promoting farmers' income and wealth, strived for funds in various ways, continuously increased investment, and vigorously implemented projects such as "connecting every village" and "returning oil to sand". At present, the total mileage of roads in this area is 3,730 kilometers, and the road network density is 0.84 kilometers per square kilometer. Among them, 85km of expressway, 35km of national highway, 35km of provincial highway110km, 260.2km of county road, 310.8km of township road and 2929km of village road are included in the maintenance of rural roads (county, township and village roads) in our region, which not only realizes 3665430 in the whole region, but also changes the maintenance mode from the original. Rural transportation infrastructure and transportation conditions have improved significantly.
Second, the main problems
(A) insufficient publicity, poor environmental awareness of the masses.
In recent years, the construction of new countryside has been vigorously promoted, and the construction of Tongcun Road in Tongxiang has been rapidly promoted. However, the corresponding publicity efforts have not kept up. There are not many propaganda slogans along the highway, and the forms of propaganda content are not rich, which leads to poor awareness of some people's love and protection of roads. A considerable number of rural roads have problems such as building without raising, raising without raising, and raising without raising. In addition, many villagers along the road illegally build houses, open factories, open shops and take out garbage on both sides of the road from their own interests.
(2) Tongcun Highway has a low grade and poor road conditions.
At present, there are 74.2 kilometers of third-class highways, 239.4 kilometers of fourth-class highways and 3 187 kilometers of foreign highways in rural areas of our region. Tongcun Highway is mostly a four-class highway or an external highway with sharp bends, narrow roads and steep slopes. Although the road is not smooth, it can no longer meet the needs of the current rural traffic development. What's more, some rural roads in our district are overloaded all the year round, and large-tonnage and over-limit vehicles seriously damage the roads, and some rural roads are overwhelmed. Such as Hengshan Sub-district Office, Leilongwan Town, Gaozhen and other towns, and large-tonnage vehicles such as coal trucks on rural roads pass all the year round, which seriously damages the road surface.
(three) the storage system is not perfect, and the maintenance funds are insufficient.
The Highway Law clearly stipulates that "county roads are maintained by the county, township roads are maintained by the village, and village roads are maintained by the village". However, most rural roads in our region are poorly maintained and have weak disaster resistance. When it comes to rain and snow, it is easy to cause water damage and road icing, which will affect the normal performance of highway benefits. Moreover, the maintenance funds of rural roads need local support. Due to the limited local financial resources, local support only stays on the labor and labor invested by this part of the people, which is a drop in the bucket, and can not solve the huge funding gap problem of rural road construction at all, resulting in low standards of rural road construction and imperfect supporting facilities, which has affected the long-term development of rural roads. For example, the second-class transit route from Yulin to Jingbian, Dagu Street, passes through the Great Wall section. Because of the larger project and insufficient supporting funds, it has not been opened to traffic so far; Due to the lack of funds, the access roads and podian roads of Shaanxi Energy Zhao Shi Power Plant cannot be fully built, which has become a bottleneck restricting the shortage of fuel coal for the two major enterprises.
(4) The road administration is inefficient and the security work is not in place.
Because of the long mileage and wide distribution of rural roads in our region, it is a bit too much to manage by one maintenance station. In addition, the grass-roots roads are far away, and the responsibility of maintenance personnel is not strong. Maintenance personnel spend most of their time on the road, so the maintenance efficiency is low. There are also security projects, which can't keep up with the progress of road construction in time, and the safety facilities and signs are not perfect, laying a hidden danger for safe driving.
Three. Suggestions and opinions
(a) to strengthen organizational leadership, to ensure that planning first.
Rural highway is one of the most important infrastructures in rural areas and the main source of trunk highway traffic. Rural highway planning should be based on trunk highway planning, aiming at connecting rural roads with villages, and taking the principle of "ensuring traffic and smooth flow" as the principle, so as to improve the access depth and level of rural roads, focusing on "ensuring traffic" in sparsely populated mountainous areas and "ensuring smooth flow" in densely populated areas. Attention should be paid to the layout of regional productive forces in the planning, and it should be linked with urbanization and beautiful countryside construction planning to further improve the road network structure.
(2) Pay attention to the quality of construction and do a good job in livelihood projects.
Pay attention to the quality of rural highway construction, pay attention to wake project construction, correct the misconception that the construction unit has the project funds in place to ensure the project quality, and put an end to the vicious circle that the construction of drainage ditches and other ancillary facilities is stopped due to insufficient funds, resulting in the destruction of new roads, water damage and road reconstruction. While vigorously implementing the security project, we should protect the natural environment along the highway and strive to build ecological rural roads to achieve sustainable development. Traffic planning, management and law enforcement departments should consult with each other and set up warning signs, vibration speed bumps and other facilities in key road sections such as accident-prone areas according to actual needs, so that rural roads can truly become the road to peace and happiness for ordinary people.
(3) Establish a long-term system for maintaining highway property rights.
The road should not only "manage" the present, but also "cultivate" the long term. It is suggested that a road management coordination organization should be established, and the government should issue normative documents to punish the behaviors of overloading and damaging roads, coordinate the departments of road administration, transportation management and traffic police to form a linkage mechanism, and fix the long-term inspection and law enforcement of key sections as a long-term working mechanism to comprehensively rectify the current behaviors that endanger roads along the line, such as disorderly construction, damage to road facilities and overloaded transportation. Establish a management mechanism for towns and villages, cooperate with facilities such as over-limit piers and limited elevated roads to purify the road environment and ensure safe and smooth roads. At the same time, drawing lessons from foreign experience, the government signed an agreement with coal enterprises, that is, the national transport load limit standard must be strictly implemented. If coal mines are found to be overloaded, coal enterprises must pay certain road maintenance fees. The government should inform the coal mine that it is not allowed to transport coal again if it finds overloaded coal vehicles twice in traffic safety inspection. Protect the hard-won development achievements of rural roads.
(four) do a good job in raising, distributing and operating funds for rural highway construction and maintenance.
First, manage policy funds. The special funds for rural highway construction and maintenance arranged by higher authorities must be stored in special accounts, made public, earmarked and graded; It is necessary to strengthen supervision and auditing and publicize the use of funds, and no unit or individual may occupy, misappropriate or intercept them. The unfinished maintenance project funds and the management and maintenance funds of the current year can be carried forward to the next year. The second is to absorb social funds. For areas located in mountainous areas, with high highway construction costs and a large gap in construction funds only by state subsidies, on the premise of respecting farmers' voluntariness, we should take the way of "one thing, one discussion" to actively guide farmers to invest and raise funds for rural highway construction. At the same time, all sectors of society, especially various economic organizations, enterprises, institutions and successful entrepreneurs, are widely mobilized to donate money to support highway construction and solve the problem of insufficient investment in rural highway construction.
(5) Strengthen publicity and team building.
First, take a variety of publicity forms that the masses like to see and hear, and increase the publicity of highway maintenance. Let the people fully realize the "main body" position of "the government builds roads and builds roads by itself", so as to walk, protect, maintain and love roads.
Second, towns and villages should set up corresponding rural road management and maintenance institutions to undertake the management and maintenance responsibilities of rural roads in their respective jurisdictions. For example, in Tawan Town, the centralized use of maintenance fees not only improves the maintenance efficiency, but also ensures that the maintenance funds are in place and play a role in time.
The third is to formulate the post responsibilities of highway maintenance personnel, clarify the maintenance sections, standards and requirements of each highway maintenance personnel, and implement the public recommendation of highway maintenance personnel by the people in the villages where the roads pass, so as to ensure the image of highway management and protection.
The fourth is to establish a regular inspection and appraisal system. The town government and village Committee cadres in the jurisdiction shall conduct an inspection once a month. For the problems found, the management personnel shall be ordered to repair them immediately. At the end of the year, the town government, village Committee cadres and representatives of the masses formed a review group for review. Highway maintenance management is not up to standard, subsidies and wages will be deducted, and road maintenance personnel will be replaced in time to eradicate the problem of only earning road maintenance fees without maintenance.
