By 2025, the penetration rate of pipeline natural gas will reach over 95%. Steadily promote the development of natural gas peak-shaving power stations, accelerate the construction of natural gas power generation projects such as Guangming Gas Turbine and Nengdong Phase II, encourage the construction of natural gas distributed energy systems, support the upgrading of old gas and electricity, and promote natural gas hydrogenation power generation.

During the "Fourteenth Five-Year Plan" period, the installed capacity of gas and electricity was about 6 million kilowatts, doubling the installed capacity of gas and electricity. The Dapeng LNG Corridor will be built, and the second phase of Shenzhen LNG storage peak shaving depot, the gas storage facilities of Guangdong Dapeng LNG terminal expansion project and the second phase of Shenzhen LNG emergency peak shaving station of the national pipeline network will be promoted.

Continue to promote the construction of Shenzhen natural gas trading center, accelerate the construction of East Asia LNG filling center, and complete 500,000 cubic meters (liquid) bonded LNG filling for international sailing ships in 2025, so as to attract domestic and foreign high-quality gas enterprises to set up trading companies in Shenzhen and make every effort to build a natural gas trading hub city.

3. Vigorously develop new energy sources.

Actively promote distributed photovoltaic power generation, expand the scope of diversified utilization of "photovoltaic+",and promote integrated planning and construction with related infrastructure. Actively promote the development and utilization of offshore wind power and promote the landing of offshore wind power in eastern Guangdong in Shenzhen. Promote the construction of waste incineration power generation projects with high standards and support the development of coal-fired coupled biomass power generation.

Constantly improve the reliability of nuclear power equipment, and promote the overall excellence of nuclear power operation capability. Promote the application of hydrogen energy in transportation, distributed power generation, frontier emerging and cross-cutting fields, and explore the development and utilization of geothermal energy and ocean energy. During the "Fourteenth Five-Year Plan" period, the cumulative installed capacity of photovoltaic power generation was 654.38+0.5 million kilowatts; By 2030, the installed capacity of photovoltaic power generation will reach 2.4 million kilowatts.
